The area code 639 comes up as originating in Haiti. The zeros represent other numbers, which I didn't write down.

I've received many such bogus calls from countries all over the world. I suggest that you search the number (area code, at least) by putting it into a search engine.

Find out where it is before you call and rack up (very) long distance charges, and/or waste time calling back to a place where you know no one.
