I spoke too soon.  The robocaller left this voicemail:  
"Hello.  This is Commissioner Rogers of the Cook County Board of Review with an important message regarding property tax relief in your neighborhood.  In response to the early arrival of property tax bills this season, the Board of Review is offering a preregistration period where property owners in Cook County can have the opportunity to appeal the assessed value of their property which will be used to generate the second-installment tax bills in 2013."

It goes on and on and on after that.  The guy sure can talk!
