got a call on a Saturday no message

I received a phone call form 646-695-8114 and told them I could not talk to them a few days ago. They said they are from the Department of Health. They again called me back yesterday and today. Today they left me a message to call them back at 877-386-6781. I did Google searches regarding the number and the Department of Health.I found complaining information but nothing else for the phone numbers.

They keep calling my cell phone too. The only message they left was that they are calling from the Dept. of Health. I am sure it is a scam but I guess it isn't against the law. I just want them to stop. I get very few calls on my cell phone so it has become alarming when I get these calls because I think it is an emergency.
How can I find out who they are and can they be stopped?

5 calls total to my cell, 1st was after 9PM, getting earlier every time, & at least every other day between. Today was an early afternoon and the first message. From "Lise Rusch"?, long pause, conducting a NYC Dept. of Health survey. Important, return call at 877-386-6781. I don't live in NYC, and haven't for 7 years. No way am I calling back.

They called me today and a female voice left a message saying they were from the Dept of Health and wanted to conduct a survey to improve the health of New Yorkers and left a number for me to call them back which I did not.

Called my cell phone number twice in a week saying they were from the department of health. I tld them not to call my number again the last time they called.

Two calls within four days did not answer and they did not leave a message.

He did not identify himself but He implied he was with the Department of Health conducting an anonymous health survey.
