This is a telemarketer claiming their name is "Utility Savings Program."  If you let the recorded voice go through, you can get to a human or select "2" to be removed from the list supposedly.  If you threaten to notify FCC, they hang up on you!

Unknown caller....has called numerous times leaving no message. Always calls mid day when we are at work.
