The following describes a government action that has been resolved by either a settlement or a decision by a court or administrative agency. If the matter is being appealed, it will be noted below.

On July 29th, 2011, the Minnesota Department of Commerce entered into a consent order with I C System Inc. I C System Inc shall cease and desist from any further violation of Minn. Stat. 332.33 (2010), and comply with all other laws of the state of Minnesota.

I C System Inc shall procure a license for each place where the business is to be conducted in accordance with Minn. Stat. 332.33 (2010), shall report to the Commissioner on a quarterly basis during the two year period following the effective date of this order any and all individuals who are considered for employment but rejected based in whole or in part on the Screening Process. The information provided to the Commissioner shall include the reason for each rejection.

I C System Inc shall report to the Commissioner any debt collector terminations that occur as a result of their Screening Process for the renewal periods June 30, 2011 through June 30 2013.

I C System Inc shall provide a copy of this Consent Order to all states, cities, or other governing bodies where the respondent is licensed for debt collections.

I C System Inc shall pay to the state of Minnesota a civil penalty of $65,000.

Complaint: I have a collection item on my Consumer Credit Reports for $86 from a medical bill. I have sent several request for IC Systems to provide information regarding the bill. I ended up paying the bill as a condition of closing on a mortgage even though I did not think the bill was owed. I have sent emails and letters ad disputed through the ******** and the item has been verified but no information such as billing statements were sent to me. If IC Systems can send me itimized billing statement showing the dates of service that will verify that the debt is owed. Since I have already paid it even though I have no proof that I actually owe it, I would like it removed from my ******** report if IC Ststems can not provide the information.

To maintain the integrity of those files, we do not instruct those agencies to delete account information once an account is paid. We promptly inform the credit reporting agencies that the account has been paid so that payment information can be entered on the credit profile. This account has been appropriately updated as paid-in-full.

Due to the continual issues surrounding this account, I.C. System is making a business decision to request the national credit reporting agencies to delete any reference to this account from ********* credit files. I.C. I am receiving repeated calls which start at 6:30 in the morning. I have documented these calls in detail and have specifically asked that my account be updated with my current address to no avail.

I have also asked for a written "validation notice" with the name of the creditor.

Complaint: My credit monitoring system reported a negative listing on my credit report. After investigation I learned that this was posted by I C System on behalf of ********************. My complaint is that I was never informed of this debt. I was never contacted that I owed a bill. The worst part of this scam is the date of the charge is from 1997. How can a company put a negative line on my credit report with out contacting me? How can it be legal to report a debt without notification ?

System does send letters, however, do to a problem with ************ address the letter was not sent. On March 21, 2012 our office spoke with ********** noted he was disputing the account and all collection activity was suspended at that time. ****** recalled this account on April 4, 2012, therefore I.C. System has closed its file. I.c. System has requested the credit reporting agencies remove any reference of the above account number from ************ credit files. We have mailed a letter to ********** confirming this information and we apologize for any inconvenience we may have caused.

OK YTOU WOULD THINK AFTTER THE 9TH CALL AND HANGING UP WITHOUT LEAVING A MESSGAE THEY WOULD GET THE HINT! WHEN YOU DO TALK TO THESE POEPLE THRY ARE VERY RUDE SAY THERE ARE COLLECTING AND WHEN YOU TRY TO GET COLLECTION INFORMATION THEY HANG UP. AND TO THINK THEY GET PAID TO DO THIS! i asked the guy to mail me the info, because i am not about to just give someone money over the phone, and he was like already did, i told him i don't have it, i need everything sent to me, where it's from and all, he refused to do so, he got rude when i asked for company info also

If this is a medical collection acgency. I  get calls over and over I tell them they have the wrong person and number and they call back I spoke with someone their who acted and if he did,t understand he had the wrong person.Their should be someway to stop these calls.

This number calls my house at least 10 times a day everyday all hours.  I am tired of this harrassment.

I receive several calls a day from this number. I have reported it to the local police thinking it was someone harassing me. They are now looking into it.

This same number has been calling my sixteen year old daughter's prepaid cellphone. She just got in trouble for them calling her during class.

This number is registered to I.C. Systems Inc., P.O. Box 64378, St. Paul, MN 55164 and physical address is 444 Highway 96 E. Their 800 number is 800-685-0595.
They are an out-sourcing medical collections agency. It is an automated dialer system designed to keep calling numbers until the system is triggered by a person answering upon which you are transferred to a live person.
Call 651-204-1361 and have them remove your number from their call list if you are not the individual they are looking for. They will do this.

I kept receiving phone calls from this number several times a day and all hours of the day.  I had my friend finally answer it.  They wouldn't tell her who they were with, or what they wanted with me.  When she started prying they hung up on her. I may be a little foolish here but it sounds fishy to me.  I just wish they would stop calling.

I get numerous calls from this number. They had the audacity to call and leave a message for "My Name or her Supervisor" to call them back. Seriously??? How can they ask that my supervisor call them back about MY personal financial situation? This has got to be illegal...still have the voicemail if I can do anything please let me know.

I have been getting 2 - 4 calls per day from this company.  When I answer they most often say nothing.  A couple of times, like just a moment ago, they ask for 'Peter'  There is no one by the name of Peter now or ever at this phone number.  We have had this number for 36 years!!!  Again I informed them that there was no one here by that name and asked them to remove this number from their files.

It's also against the Fair Debt Act. (www.ftc.gov). I was advised by the FTC to send a Certified Letter for Cease Communications and one for Debt Verification. I also filed a complaint with them, they do it over the phone. You have rights! Collection agencies need to remember that.

Calling that much is phone harrassment Just tell them if they do not stop calling you after you are making efforts to pay(even $5.00 a month)then you will sue them and you will be glad to settle your bill with their money.  Don't let them bully you around and cause your health to go bad. Just keep a log of who calls, what time they call, and then file phone harrassment.  It is not a civil matter when it gets out of control like this. May God Bless you both and keep you strong.

They( I C Systems) call me 6-10 times a day demanding their money, telling me to go on Craigs List and sell my TV and appliances, or go on Ebay. Said they dont care how i get the money. Tried expliaing to them my husband been in and out of hospital since Oct with his pancreas going bad and after the last call on Feb 6th from them I ended up in hospital with blood pressure off the charts!!!! They are ruthless , non caring, humans who demand you sell your cars, trucks, get equity out of your home,sell the shirt off your back!!! After reporting them to the cops for this was told it is a civil matter and they could give ME a ticket for saying a cuss word back at them...What is this world coming to??? years ago even ya sent 5.00 a month it showed a effort for trying....not NOW

I have gotten 4 calls from this number in the last 45 min. I finaly ans my cell says collections for HSBC Credit card. I said I would have to call her back after I get off work. She keep saying you need to make a pmt how would you be making this pmt today I told her Im wouldnt be making any kind of pmt today she cut me off by saying would you be getting a tax refund I said what did that have to do with me calling you back after I get off work? She couldnt ans.

I have been getting calls from them as well regarding medical collections. Please everyone who has medical collections request in writing an explaination of the bill, who the doctor was, what the proceedure was and what was the initial cost? This website can assist in what the law reads.

Now as a collection agency who is a third party they should be able to explain the debt, but IF the Doctor or his billing assistant have breached your medical privacy then you may have a case against both agencies...Check it out, never hurts to find out what our rights are.

It is 11:48am Thursday morning and I have gotten at least 5 phone calls from this number 651/204/1361 starting at @ 10:30am they call and dont leave any kind of message's no name of the company they are calling from why they are calling or nothing. I do collections also and if i called my customer like this company calls there's I wouldnt have a job anymore...
I even got a calls last night up to @ 10:00pmt and the last call I got from them woke my 1 year old up and you all that has small kids like that knows sometimes it hard to get them back to sleep....

This number is a credit agency number who harrasses individuals with several phone calls a day. They list their caller ID under "I. C. Systems". They call even as late as almost 9:00pm in the evenings.

I got these calls as well. After not answering the phone for so long, they did some skip tracing and found my land-line number (they were first calling me on my cell phone). How they got my new cell phone number is beyond me since it's new, I never gave it to anyone, and it's unlisted as it's a pay as you go phone. But, you're right...the number is listed as I.C. Systems. They're not just a medical collections agency, but they're just a simple collections agency. They called about my last cable/internet bill from my last apartment before I was forced out. Since I couldn't pay the rent, I also couldn't pay the cable/internet bill. It's only $65.00, but it's enough to keep them calling me 3 or 4 times a day. And like one person said, yes...they do sometimes call late around 8:30 or 9:00pm.

I just called the number back and told them I just signed up for phone service and had been getting calls from that number and couldn't figure out why. They asked for my phone number, and then asked if I knew "insert name here." I said no, but I would like to meet him as I am now receiving calls for him from a dozen different numbers. The representative apoligized and said they would remove my number from his account.

This number calls me every 2 hours from 8 am - late!  It annoys me so much.  What really gets me is they are looking for a lady that I've already told other collection agencies and an lawyers office that no such person lives here! Yet now I have this new collection agency calling me for the same person.  You think they would have take my # out of her profile by now so I don't have to keep getting annoying phone calls at all hours of the day.

They call all day from 8 am until 10pm.  It is so annoying because they don't leave a message and they just keep calling every couple of hours.  It seems they do the same to everyone and get it wrong a lot!  I think I'll answer the next one and give it to them.
