Yes. That's an outgoing number only from Riker's Island.  It's an inmate calling out. That number is not in service for incoming calls. My friend is housed in one of the facilities. Inmates can't receive incoming calls. If you need to reach out to an inmate, you'll have to write them, know their book and case number and find out which facility they're housed in. Also it used to be that the inmate had to call collect. Not anymore. They now can purchase minutes from the NYC Department of Corrections commissary.  If we don't answer,  they can leave us a message.

If the inmate calls again, answer the call and find out what they want. If you don't want them calling you,  go to the NYC Department of Corrections web page and notify them via e-mail.  Although it's always helpful to find out who is trying to reach you. when it rings and you say hello, the automated system will say "please hold" and connect you to the caller...its an inmate from rikers..if you answer and then hang up the inmate looses credit.

Later, I went outside to a payphone to make a "test-call". Message over phone said, "This number is not in service."

It's from rikers island you might have a friend or family at the detention center.
When they call you it isn't a collect call.my boyfriend calls me everyday from that number
And you cannot call them.that it is only for inmates to call outgoing.
