I believe this is the outbound ANI used for one or more voip carriers. Usually this carriers customer's phone number is used for the caller ID, but if you look at the ANI (like what shows up on your 800 bill if you receive a call), it will be this number.
So in short, it could be any one of this voip company's thousands of clients.
