Report them.  Oxford Management have already been fined by the FTC for their illegal practices.  Making a complaint to the FTC does work!

WASHINGTON, July 2, 2009 -- The Federal Trade Commission issued the following press release:

The operators of a debt collection company (Oxford Management) that used false threats and other unlawful tactics to collect consumers' debts have agreed to settle Federal Trade Commission charges that they violated federal law. The settlements bar future violations and require the defendants to pay $225,000.

According to the FTC complaint, the defendants, who had about three million consumer accounts and collected debts in every state, falsely threatened that nonpayment of debt would result in garnishment of consumers' wages, arrest, or legal action.

Debt Collector
I did a couple of hours ago.  After asking for someone who did not live at my number, they proceeded to become rude.  I struggled to understand a single word and had to ask the man to repeat what he said because the caller could not speak clear English due to an accent or slurring words. When I asked him to repeat what he was saying, he asked me if I spoke English.  This is 3 minutes into a call that should have proven my English speaking ability since every word I spoke was clearly pronounced English.  When I told him that the party was unavailable, he asked if I was his wife.  When I told him I was the daughter, he told me I sounded to old to be the daughter and accused me of lying to avoid talking to him.  When I asked him to tell me what he was calling about, he told me that until I own up to being the wife he would not tell me and would continue to call me throughout the evening until my "husband" came home.  Then he assumed that since my dad was not available, he had to be at work.  The caller then demanded that I give him the work number and schedule.  I informed him that I was the daughter and not the wife, which made it very difficult to intelligently speak of my father's schedule since he does not check in or check out with me.  After hanging up on the caller because he was twisting my words around, I called back to the number.  The person who answered had to be asked 10 times what the name of the company was before stating it was "Oxford Management Services."  As a follow up question, I asked what kind of business they are and was told a "financial institution."  Upon telling that less than English speaking literate person with a strong accent that slurred every word that we do not need or accept financial solicitations, per the do not call list, she became rude too.  I asked for a manager.  She responded say they do not have managers and are not regulated by any laws.  When she was asked where she was located, I was told Connecticut - but the caller ID said Florida. What it really turned out to be is a so-called collection call for an account company that never existed.  She told me the "account" and "balance" which is not permitted to be released to anyone but the individual they are calling, especially not to someone's daughter.  Definitely, rudeness and dishonesty running rampant with this phone number.
