When I called the number back to tell the person he had called the wrong number, it goes to message.

I called the Canadian Anti-fraud Centre at 1-888-495-8501 (www.antifraudcentre.ca) after being referred by the local police station and was able to speak with someone to submit a police complaint.  

I also received an email reply regarding this phone number that included the following:

If the solution is not found on the page the easiest thing to do is to call the Telecom company. They will explain the different available options such as "Privacy Manager" which forces the caller to identify him/her self so you can choose if you wish to answer the phone. The terminology may difer from company to company, so the best thing is to inquire about the call filtering services they offer.

Dial *60 on the phone and then the number you wish to block*

T-Mobile phones
On the phone itself, go to Menu> Settings> Call> Call rejection and enter the number

Call Privacy Apps
If you own a smartphone like iPhone or Blackberry you can download an App which can help you block and/or identify calls. Currently there is no industry standard so you would need to consult your devices Application Marketplace.

Bell Canada (Call Screen)
This is a paid option which can block up to 12 different numbers. When a chosen number calls they'll get a message that you're unavailable. The caller cannot leave you a message either.

*This is not a free service and often you need to call your telecom company in order to activate it

There is a national organization that handles telephone spam, but it's not the CRTC.  I'll have to research it more.

Yes, somehow got it to both my personal and work cell ... also MANY coworkers are getting the same thing. We text back with sarcastic replies but get nothing. Think they are just texting any cell number they can find.

Just got the same message, except addressed to Miguel.  2:31pm, with Telus as well.

I've got the same message yesterday (May 20, 2013).  I'm with WIND.

i got a message this morning at 5;20 am from this number pretending to call Ray ,don't know who this is and i block that number .

Most annoying as these messages came after midnight and worst is you get charged per message received.  Stop the insanity.
