The number is actually a legitimate discount calling plan but there are those using it for other purposes. I know this because a long time friend called me and this number appeared with his message. There may be one other fly in the ointment, it might be a random number the discount calling plan uses and those who call with ill intent have the ability to change the number you actually see.
Calling The CRTC or The DNCL will do very little to stop them. My suggestion is contact your provincial and federal members of parliament, a letter would be even better!
The above government organizations and the police service cannot do a thing unless these people harass you, if thats the case they can tap or filter your phone but only in serious situations.
Many places including discount calling use null phone numbers, some are valid and if you call them a message will say a customer tried to call you. Personally I think they need to change this and add valid info so the recipient knows who is calling them, Just there own personal valid phone number would do!

I too just received the call and my # is already on the Do Not Call Registry - File a Complaint as the company is in violation

They claim we put our number in at a "kiosk" at Walmart (or a friend did)... which of course we all know is a bunch of bullpucky.
My husband let it go to a person and asked how they got our name... she said the above - and then gradually expanded it to "RCA".
RCA is the BIGGEST SCAM there is out there for condo sales.
1) we NEVER EVER fill out "forms" for ANYTHING and
2) we will NEVER EVER EVER EVER EVER fall for any RCA crap.
The minute she said RCA, my husband told her we're on the do not call lists and they did NOT have permission to have our number and to remove us immediately.

Recording. Claimed to represent "Zellers, The Bay, Walmart". (This is nonsense. The Bay owns Zellers, but the Bay and Walmart are competitors.) Claimed a friend or family member had entered my name for a draw and I had won a vacation. "Press 1 to receive your prize."
