You will have to either call them back and tell them, or write a cease & desist letter (you can get a template online free) and mail it to them return receipt or registered US mail.
You can also file complaints with the FTC, CFB..

I keep getting an automated call from Time Warner Cable and I am not the person they are trying to get in touch with. I obviously have a recycled number. I have pay as you go so each time they leave a message it cost me money. I am not the person you are trying to call so please stop calling, this is harrassment and has been going on for months. When we call this number I get an automated message for an account number. I DO NOT HAVE AN ACCOUNT WITH TIME WARNER CABLE. pLEASE STOP CALLING.
