I got this, too -- they want the last 4 of my SS to tell me what it's about.  I called the Amex number on my card -- they said, no, it's not them, don't give it out.  I've heard that the last 4 of your SS is golden for scammers.

This was from an October 1, 2012 article:

WASHINGTON -- American Express Co. is paying $112.5 million in refunds and fines to settle regulators' accusations that it charged unlawful late fees and deceived customers to pressure them to pay off old debts or buy extra credit card services.

The company agreed to the settlements announced Monday by four federal agencies, including the Federal Reserve and the Consumer Financial Protection Bureau, and Utah regulators.

American Express is refunding $85 million to about 250,000 customers and is paying $27.5 million in civil fines.

The agencies said American Express violated federal laws prohibiting deceptive practices by using false statements to get customers to settle old debts. The regulators say that included falsely telling customers that if they agreed to settlements to partially pay off their debts, the remaining balance would be forgiven.

The violations were said to have occurred from 2003 to this past spring.

The director of the Consumer Financial Protection Bureau, Richard Cordray, said in a statement that the company violated consumer-protection laws "at all stages of the game ? from the moment a consumer shopped for a card to the moment the consumer got a phone call about long overdue debt."

American Express also charged late fees on some credit cards based on a percentage of the debt owed, a violation of a 2009 law prohibiting certain credit card practices, the regulators said.

I've been getting calls from this number and other numbers that claim they are AMEX.  I called AMEX directly and they said that they are not trying to contact me.  These scam companies have my phone number and unfortunately there is nothing AMEX can do about it since it is not them.

They are probably a third party collection agency who is hired by Amex to call people and bother them.  They identify themselves as American Express, but technically they aren't the same company.  Often if you settle with the original company, the collection agency isn't informed so they keep attempting to collect.

Call Amex back and tell them to notify these cats and they should stop.

Call centers are often located in India because it's cheaper labor.  I thought it was pretty much impossible not to know that in this day and age.

This number is definitely an Amex collection number.  I settled on one of my accounts and this is their ICollect department for people that set up automatic payments from their bank accounts.  I called the number on my bill and a man called me back from this number.

This number belongs to a very scummy debt collector. They are the worse. They tell consumers that they are representing companies such as American express, etc. But the truth is that they have bought the bad debts for pennies. Now they have to recoup as much as they can on their so called investment. They are completely out of control. They say anything. They claim to represent the court. Or they call themselves mediators. No matter what they say, do not give them a dime. Because your debt will not go away. Hang up on them. Report their harassment on this site so others are warned.

It is a  collection agency trying to collect on amex debts....i know this because i defaulted on a amex account, both husband and i lost jobs several years ago and amex was no help when i tried to keep my account current. The caller may not BE an Amex employee, but it is a  company hired to try to collect a debt....i know they are trying to contact me...but they refused to help me in any way shape or form when i needed help...so i refuse to pay them anything....especially when they want the original debt plus interest for 2.5 years. I asked them to lower interest and minimum payment before the job was gone because we knew it was going to happen....nothing.....lost the job, still they wanted to put me on a plan to re-pay which included a payment 2x the minimum....if i cant pay minimum...how would i pay double....

I've probably posted on one of the 12 pages of posts before, but since they called me again last night I'll post again.  They called, as I was attempting to get my daughter to bed, looking for someone with a name similar to (not the same as) my toddler aged son.  I explained there was no one by that name here and told them not to call this number again.  The gentleman responded by stating he was from American Express and was looking to contact someone and gave the name again, this time asking if I knew how to contact them.  I explained AGAIN that there is no one by that name at this number and they needed to remove our number from their records.  The gentleman agreed to remove our number.

I went through this for several months, maybe more than a year, before.  It has been several months since we've received these calls from American Express and I was hopeful they had stopped permanently. Sadly it looks like I will have to have an attorney draw up the latest cease and desist letter since my previous one has now been ignored.

Someone from this number calls at least once a day and sometimes 2 or 3 time a day.  We have put their number in the Call Block so it rings once and disconnects.  The number has been blocked for over 30 days now, but they still call multiple times.  So frustrating.
