I called the number back. It is DirectV and they let you know what promotions you are eligible for. Today they took 10 off my bill for 12 months.
And if you are a Directv customer you are not included on the do not call list. If you do not want any promo calls, you can call 1800-directv and they will take you off the list. But I got $100 out of it.
