A woman ( Indian accent ) called pretending to be from credit card services with an offer to lower my credit card interest rate. When I asked for additional information ( the name of the company, name of the caller, etc.), she hung up. It was obvious that it was a phishing scam.

It's a phishing outfit. They offer you lower interest rates on your credit card, and if you're stupid enough to give them your credit card information, they make a whole bunch of fraudulent charges on it.
