Robo call, "you are pre-qualified for a business loan"

Called today 3/7/2014 @11:28 am.  when I answered the caller said "oog, er, ah, ah, ooo."  the call was broken up and kept cutting out.

Some weird robo recording in spanish don't understand spanish. Area code is showing somewhere for Mexico.
