pre recorded message saying that it is my last chance to lower my credit card rate on my current card, yet they dont seem to know anything about me.  I am on the do not call registry.

The operator asked for my personal information for identification and I said, "No".  I then asked if she could take my number off the list - she said "no" and then said she would make sure they called me every day.  I told her this number was on the do not call list and she then began to press the number keys on the phone so I couldn't get a word in edge-wise...extremely juvenile.

I have been getting calls from various numbers such as this one on both our house phone and cell phone. I would LOVE to find out how these people got my cell phone number!

I did too. I think it is a scam to get your information. They called my house twice. Two weeks ago and today. When I asked two weeks ago how they got my number the person on the other end just abruptly hung up.
