The Internet Crime Complaint Center has received many complaints from victims of payday loan telephone collection scams. Callers claim the victim is delinquent in a payday loan and must repay the loan to avoid legal consequences. The callers purport to be representatives of the FBI, Federal Legislative Department, various law firms, or other legitimate-sounding agencies. They claim to be collecting debts for companies such as United Cash Advance, U.S. Cash Advance, U.S. Cash Net, and other Internet check-cashing services.

According to complaints received from the public, the callers have accurate data about victims, including Social Security numbers, dates of birth, addresses, employer information, bank account numbers, and the names and telephone numbers of relatives and friends. How the fraudsters obtained the personal information varies, but in some cases victims have reported they completed online applications for other loans or credit cards before the calls started.

The fraudsters relentlessly call the victim?s home, cell phone, and place of employment. They refuse to provide any details about the alleged payday loans and become abusive when questioned. The callers have threatened victims with legal actions, arrests, and, in some cases, physical violence if they do not pay. In many cases, the callers harass victims? relatives, friends, and employers.

Received a second call today from this 855 phone number. The first call (at least 2 months ago) was from a woman, asking for my ex-husband. The call today was a blocked number so I let it go to voicemail. A very intimidating man left a message claiming that my ex, "Sean," would be served with papers at his home or place of employment. Jokes on them-- he moves around all the time and is also on permanent disability! I was inclined to believe the first call, as "Sean" has some unpaid debts, but I did some google searches and found this thread. I'm glad he's not in any sort of trouble.

Received a call on 1/17/2014 from this number, however they stated that they were from windows tech support and that there were error messages within Windows log and that they needed to be deleted.  I then questioned his name and he said  David Clark ( with an Indian accent) , I asked for his number and he stated 1-866-463-8372, ( however caller id reflected 855-806-6645, I then asked if he was  from Microsoft , and he said no ,  Windows support. This was a cold call to our home line .  While on the phone I googled and found the following info :

I do have some PC knowledge and realized the errors can just stay , not unless it was the Blue Screen Of Death (BSOD), as the blog above will also state.  

In any event I told " David " that I deleted the error messages.... he hesitated and stated ok, and hung up.

You cannot simply highlight and delete the error messages, there is a lot involved.. and so I just left them, but lied to Dave.  

After the call I pressed *57, which will initiate a call trace ( once pressing 1) this will send the information of the call to the local police.  I will continue and go to the local law enforcement to see what information they were able to retrieve.  

I too have had payday loans, and have received the threatening calls about being served even though the loan is paid in full ( and then some)  , again I just *57, and let them know that the call is being traced by local law officials and that what they are doing is illegal and they will be contacted by proper authorities. The harassing 'of being served'  calls have ended, however the new PC error issue is brand new.

Heads up people, and remember *57, should work.

Same Indian guy called me today from this number. Could hardly understand him, but the same story as shadowfire tells. Started telling me that my Windows machine was sending him errors. I could only laugh at him as I don't use windows, so I told him that I do not know what kind of racket he was trying to run on me, but that I wasn't interested in anything he had to say.

Some Indian guy called me today trying to run a software repair scam on me. he claimed that some program on my computer red flagged his office and he was going to help me fix the problems. My laptop hasn't been connected to the net in like two years. Not only that he did not know my name, location or anything relevant to me. Be cautious, if you do not know the area code do not give them any information at all. They are trying to get your Ip address and any other information they can. Con-artists like that are why i wish my phone had a retaliate button.

I got a call like all these story ... A guy named daniel webster from P&R mediation firm and I was told to call 8553392858.. He said if I call I'll have opportunity to resolve whatever this 6 digit number he gave if not he will come my residence and place of employment .. I tried to call the number says Phillips and Roth and I tried all these numbers posted here its all the same!!!! Scary:(

Thank you Thia,  I have been getting calls from ALLL OVER the place.  I'm currently going through Identitiy Theft and I'm to the point where I don't know what is real and what is fake anymore.  But I just get scared because I'm a single Mom with two kids, so if someone threatens a law suit, it is scarry,.

What practices are off limits for debt collectors?

Harassment. Debt collectors may not harass, oppress, or abuse you or any third parties they contact. For example, they may not:

  use threats of violence or harm;
  publish a list of names of people who refuse to pay their debts (but they can give this information to the credit reporting companies);
  use obscene or profane language; or
  repeatedly use the phone to annoy someone.

False statements. Debt collectors may not lie when they are trying to collect a debt. For example, they may not:

  falsely claim that they are attorneys or government representatives;
  falsely claim that you have committed a crime;
  falsely represent that they operate or work for a credit reporting company;
  misrepresent the amount you owe;
  indicate that papers they send you are legal forms if they aren?t; or
  indicate that papers they send to you aren?t legal forms if they are.

Debt collectors also are prohibited from saying that:

  you will be arrested if you don?t pay your debt;
  they?ll seize, garnish, attach, or sell your property or wages unless they are permitted by law to take the action and intend to do so; or
  legal action will be taken against you, if doing so would be illegal or if they don?t intend to take the action.

I am getting the same calls.  Got one today infact telling me that I needed to call them right away because I was going to be served at my home or work on Tuesday.  I called them and they told me that I owed something like $719 for an online pay day loan.  Also, they said if I didn't pay it by Tuesday and was served papers then I would incur the costs of the loan companies legal and court fees (which I believe in IL is illegal).  I do live in IL and did have a pay day loan but not with this company.  I'm just trying to find out if anyone has actually been served papers after having received the call.

These people are calling themselves PNR Or P&R Medication Firm and are coming up as UNKNOWN on my cell phone caller ID.  They aren't even looking for me, they are calling for my husband's step-brother (not even the same last name!).  How these people get these numbers or make these connections is a bit scary...but do not be fooled, these people are SCAMMERS! They leave you a claim number (6-digit, in this case) and the phone number 855-432-1095 and threaten you that they "will be visiting your residence and/or place of employment." They have called twice so far...I let my brother in law know and he said that his wife had dealt with a very similar scan only weeks prior.  The woman who left messages on my phone was name Cayla or Kayla Brown (or Browne).  I called the number back today and got a hold of a "representative", told them I knew it was a scam and she the woman told me it was not but if I gave her my claim number she would be able to help me.  I immediately informed that I would be informing the FBI of this scam and hung up.

I too have received similar calls. I received a call from a young lady stating that she was a "locator" for this company, and if I did not contact the company by this past Sunday, I would have papers served to me on the following Monday to appear in court. When I called this company, I was told I owed two payday loans, neither which I had ever taken out. I panicked and spent the entire weekend trying to figure out what to do to avoid court....until I came to my senses. I didn't take it out so I'm not paying it. I did some digging and found this blog among many others concerning this Phillips and Roth Company (855-432-1095) which "conveniently" went to voicemail for an hour. I called my State Attorney General's Office and found out #1, you are entitled to a written notice of validation including the Fair Trade Act prior to paying any collector for a debt, #2 in more than half of the states in the US, 90% of the time a law enforcement officer serves papers to appear in court (if they are not an officer, you need to have further proof of the company the person is with prior to accepting or signing for them, #3 ask for the individuals name, company name, physical not mailing address, phone number and business license or corporation number listed within the Better Business Bureau, if they can't or won't provide any of this information, good chance they're not legit, #4 if you call and it goes straight to a general mailbox during business hours or to an individual...BEWARE!!! I almost fell head first into this until my brain turned back on. If you are faced with this, don't panic and be smart. Think about if you owe someone this money and if you do, is it the amount you know you owe. Ask questions and contact your State Attorney General's Office to see if the company has complaints. Last but not least, if you do owe and wish to pay, contact the company you owe directly, if your account is in collections or not, they should be able to accept payment. If they refuse to accept payment, this another red flag.

I got a call like all these and so did some relatives and friends and MY JOB. I was told to call 855-432-1095.

Not having taken out a pay day loan, and being rudely told "good luck in court" I got pissed off and did some internet snooping. And having a brother in law who is a lawyer didn't hurt helping me find out some information.

Thomas J. "Tommy" Carcetti is a fictional character on the HBO drama The Wire, played by Irish actor Aidan Gillen. Carcetti is an ambitious Baltimore politician who rises from a seat on the city council to the office of the Mayor of Baltimore, and to the office of the Governor of Maryland by the end of the series

This Tom Carcetti is played by Joel Seifert and Phillips and Roth is merely a collection agency using this ruse in an attempt to scare people into paying back these pay day loan. Some may be real, some may be mistakes and some people may be the victims of fraud/id theft. Whatever the case, the balances owed should be seriously questioned. I was told these type of "agencies" are infamous for "juicing the accounts" which I guess is this era's version of the butcher putting his thumb on the scale.

So as I wait for Joel Seifert to send his thugs to have me sign for my court papers, I urge all of you to make sure you are repaying a loan you actually took out, and the money you owe is in fact the money you owe.

Message left on the phone from Michael santoro saying that there was a debt owed. If we did not call 855-432-1095 in the next two days he was going to present us with court papers at the job or home.  I callled # the voice mail said Phillips and Roth. Mr. Santoro did not say what company he was from nor what company he represented. After reading these posts I believe this also is a scam.

I received a call from this number also. He told me his name was Thomas Carcetti and that he was the director operation for the Phillips & Roth Law Firm. He said he was contacting me in the attempt to collect a debt for a company that  i owed money to. I was also contacted by Jeff Harwick at my work stating he also worked for the same company. The company name  is LoanPointUSA. It is suppose to be an online check cashing place that i owed $719.85.I was to send my paymnets to a place called Elite Payments solutions.  So i agreed to make payments. The took the first payment right away. On my bank statement were they took the payment was this number 1-888-638-1640. Company name Elite Payment Solutions. When i called it it went to the desk of someone name Michelle Voit. So this threw up a big flag for me so i went to my back and stopped payment and also cancelled the debt card that i had given him. I also received accutal papers from this company telling me everything that i was told on the phone. After looking into it some more i have found that this is for sure a scam. They keep calling me saying that they are going to send all my information out for legal processing. Alls i can say is i hope they do because i have dug up alls kinds of proof that this is a scam. So just remember if you are contacted by any of these places or people dont fall for it.

i was recieveing calls from this number, so i called back and spoke with mr. gay a** tom karketty he then demanded that i pay, or else action would be taken against me. The only action that i will give them is for tom to suck some water out of my hairy b****ole, bet the little f** would like it, if I owe a company so f****ng what you wont get money from me i will rather handle it directly. f*** you bums get a real got damned job! I dare you to bring your a** to my home, serving me with some papers I have something for you right here buddy! can i pay you in ball sweat bi***? my advise block their calls, nothing can happen. there not the got damned IRS.

I received a call on February 1, 2013, saying that he was coming today to serve me court papers.  Name is Sean Johnson.  I get another call about 30 minutes ago from the same person saying he was coming today to my residence or my place of work with court papers, and I needed to have a valid ID to show him.  Didn't leave a company name.  Like I'm scared of this guy showing up cause 2 things.  First, I don't work at my place of employment.  I live like 400 miles away from it.  :)  Second, my whole yard is fenced in, and you have to go through the gate to get to my front door, and I have 2 dogs in the yard.   Come on in buddy!  :)

Received a call from this number on Wednesday 30 Jan 2013 and Thursday 31 Jan 2013 trying to reach someone who does not live at the number called. His name was Michael Santoro and stated that I had received a certified letter and that this phone call was my official notification. He stated that I was going to be served at work or at home on 1 Feb 2013. Since I checked my messages after their business hours I called them back. The recording said that it was Phillip & Ross Law Office in New York. Very strange.
