In California you can use private process servers to serve summons in civil cases. You can also pay the Sheriff to do it. Police normally don't do that. Some policeman moonlight as process servers, though. I suspect that's true in most states.

Actually, If he/she lives in a small enough city where the city has incorporated with the county making one entity, depending on the state and jurisdiction, the police department could serve summons. But more than likely, it would be the sheriff's office.
Either way, the calls are illegal and EVERYONE should record the calls. They are in clear violation of FDCPA laws. You cant threaten or intimidate with the intent and not follow through or have the notion to do so without the legal authority or process. Plainly put, the calls are illegal and you cant go to jail for not paying a loan or credit card debt unless you stole the money or used it fraudulently. And in all STATES, only a lawyer can threaten to sue, in situations like this, not a debt collector. Plus, a VOD (validation of debt and letter of intent) MUST BE ISSUED in all cases prior to summons.

Yep, got the same one with this # 716-649-1659. They have called my mom and scarred her to death. I have offered many times to meet them at the local police station to be "served". They don't show AND if was going to be served, my local police depart would do it.

Just got the call from them Nation Wide Arbitration Services with a file number and telephone number for me to call check the number on my caller id and it is different from the number i was to return the call.Said i had 24 hours to respond or i would be prosecuted to the full extent that my state would allow dont know what it is about and if it is a payday loan then that was almost 10 years ago.I will not return the call.

The Internet Crime Complaint Center has received many complaints from victims of payday loan telephone collection scams. Callers claim the victim is delinquent in a payday loan and must repay the loan to avoid legal consequences. The callers purport to be representatives of the FBI, Federal Legislative Department, various law firms, or other legitimate-sounding agencies. They claim to be collecting debts for companies such as United Cash Advance, U.S. Cash Advance, U.S. Cash Net, and other Internet check-cashing services.
According to complaints received from the public, the callers have accurate data about victims, including Social Security numbers, dates of birth, addresses, employer information, bank account numbers, and the names and telephone numbers of relatives and friends. How the fraudsters obtained the personal information varies, but in some cases victims have reported they completed online applications for other loans or credit cards before the calls started.
The fraudsters relentlessly call the victim?s home, cell phone, and place of employment. They refuse to provide any details about the alleged payday loans and become abusive when questioned. The callers have threatened victims with legal actions, arrests, and, in some cases, physical violence if they do not pay. In many cases, the callers harass victims? relatives, friends, and employers.

This person keeps calling me from 844-714-2290 stating I have 3 cases 2 being civil and a pending Lien on my home.I have asked very nicely to stop calling my job yet they cont to do so (Harassment). It may be hard to tell the difference between a legitimate debt collector and a fake one. Sometimes a fake collector may even have some of your personal information, like a bank account number. A caller may be a fake debt collector if he:

?refuses to give you a mailing address or phone number;
?asks you for personal financial or sensitive information; or

The notice must include the amount of the debt, the name of the creditor you owe, and your rights under the federal Fair Debt Collection Practices Act.
If a caller refuses to give you all of this information, do not pay! Paying a fake debt collector will not always make them go away. They may make up another debt to try to get more money from you.?Stop speaking with the caller. If you have the caller's address, send a letter demanding that the caller stop contacting you, and keep a copy for your files. By law, real debt collectors must stop calling you if you ask them to in writing.
?Do not give the caller personal financial or other sensitive information. Never give out or confirm personal financial or other sensitive information like your bank account, credit card, or Social Security number unless you know whom you're dealing with. Scam artists, like fake debt collectors, can use your information to commit identity theft ? charging your existing credit cards, opening new credit card, checking, or savings accounts, writing fraudulent checks, or taking out loans in your name.
?Contact your creditor. If the debt is legitimate ? but you think the collector may not be ? contact your creditor about the calls. Share the information you have about the suspicious calls and find out who, if anyone, the creditor has authorized to collect the debt.
?Report the call. Contact the FTC and your state Attorney General's office with information about suspicious callers. Many states have their own debt collection laws in addition to the federal FDCPA. Your Attorney General's office can help you determine your rights under your state's law.

Nationwide Arbitration called my disabled mother threatening to come to her house to serve me papers. The crazy part about it is that we live in two different states. They threatened to arrest her. I never gave them my mother's number. They know where I stay, but they still haven't served me any papers yet. A lady by the last name of Ms. Sullivan told me that she had been trying to contact me for the last two weeks, but I have been receiving these threats for over 2 years. My mother wants to know if she can sue them for threatening her over an issue she had no recollection of.

I recieved a call from 855-808-1176 as well, Nationwide Arbitration, stating that i have an unpaid loan and because my bank acct was closed i have 1 criminal charge (check fraud) and 2 civil charges against me. I was told that if it's not taken care of then within 72 hr they were taking action against me and could serve up to 6 mnth in jail. They also called my sister which was a ref on the loan and told her the same thing. I contacted a bankruptcy lawyer and he said they cant throw you in jail for oweing money. But my question is: What is the process of these kinds of situations? And how do i find out for sure if these charges are not going to be submitted? I cant take the chance of going to jail with kids in the home, and hardly making enough income to live off of

1-there was a "current loan was on my credit report" -- lol, if the loan is "current," why are they calling?????
2-you blindly called the 888-348-7190 (no internet presence of the number), without trying to verify anything about the number, and took their word? ... Simply because they TOLD you to????????
1-Yet, you don't know the company's name, address, local telephone number, etc.
2-You didn't bother to demand a Debt Validation Letter be sent US Mail to you, "proving" their ownership of the loan in question AND the back-up documentation for said loan.
3-Nor did you check your state's Statute of Limitations on debts
4-You didn't verify with the original lender that this company has ownership of the alleged loan.
Also, you didn't mention the type of alleged loan.
So, if I call and tell you that you owe me $50,000, then tell you to call another number and I have someone there to tell you that your credit report (allegedly) shows you owe me $50k, you're just going to send me money???????????? I thought this was a joke my self to be honest because of the all the calls that were placed to my phone on a 3 day basis as far as 72 hours of some sort.... I called back on the third day after seeing these comments and called these people fraud but they gave me a client id number 888-348-7190 which verfyed that the current loan was on my credit report which convinced me to make my payment....
