I have been getting calls from 860 323 9092. But the person drops the moment I pick the phone.

Someone just called me from that number  and said she was from General Electric (which I find hard to believe).  She asked to speak to the home owner and as soon as I said, "what is this regarding" she hung up.

My brother is deployed in Afghanistan and this number shows when he calls me from there. I suspect the number is part of some call relay or WATS line.

I have been getting calls from this number for a couple of weeks.  It is becoming more frequent as in a couple of calls a day...they hang up as soon as I answer. On call back I get a message saying "the # you are trying to reach is experiencing a temporary service problem, please try your call again later".  Going to call the police.

I agree with Erick H and believe this number is used to forward and relay phone calls from outside the US; but not limited to just Afghanistan as I receive calls from S. America via this number.
