I got the same message when I listed my car for sell on craigslist.  I looked into the number and it looks like it is for a company called NationalMotorSales.com.  They basically charge a fee of $399 to list your car in a bunch of different places to try to sell it more quickly.  I didn't use the service, so I can't say if it is effective or not.
