Not sure who this is that keeps calling my cell phone. I answer the phone and there is dead air. Who is it and why are they calling me and not talking to me. I have gotten to the point now, I won't answer it because they are just making me irritated by not answering me when I say "hello".

This is the number of Vision Financial, a collecting agency. They have their automated voice call you several times a day to put pressure on you.
