I had the same thing happen and called Verizon's prepaid line at 1-800-696-3901 and complained.  Since these prepaid phones cannot actually block individual numbers, I found that you can block all incoming calls for numbers that are not in your contact list by going through the settings on your phone.  You can also block incoming text messaging if you don't use it.  So for this "emergency" phone,  I won't get this annoying phone hacker anymore.  Spending the next hour putting every approved phone number in is worth it.

I just save the numbers like this in contacts under SPAM  and go to ring tone options and select no ringtone so I never hear calls like these come in.

They eventually stop...  I place all nuisance calls in the SPAM contact so I am not bothered when these call attempts are made.

The nice thing about the prepaid phone phone Verizon is once you save the number you can set a ring tone, well they have a NO RING setting in the list of list of ring tones so it'll never ring when they call!! I got a Verizon prepaid Samsung just a few days ago and they just started calling today. Since only one person has the number I looked it up and found myself here. Added and silenced!! I'm sure there's also a block number setting, phones used top have them back in the day but i'm to lazy to dig through the settings for it lol

i also have a verizon pre-pay phone and i am getting these calls. they do not leave a message. i think it is verizon's way of getting you to answer the call, hence getting to charge you the 99 cents only on the days you use it thing, and it uses up your minutes. borderline illegal if you ask me. a scam none the less. i set an alert tone for that number on my phone that i don't use on anything else, that way i don't have to listen to it ring, and i don't even need to look to see who it is. i know i don't need to answer it.

I just activated my Verizon phone on Saturday- this # 866 851 1591 keeps calling me-

it's charged me every time... i don't even answer it... maybe answering is how you keep from getting charged

yes me and my fiancee are getting this same number on our cell as well and if this is verizons way of trying to get more money from prepaid users then we will just switch to another carrier after we call the bastards up and let them know what we think of their little scam they got going on.

i got one and accidentally answered it it didn't charge me daily fee nor my minutes fee

This number does not go against your prepaid minutes on incoming calls.

YUP !----I just ended my 2-year (actually 4 years with them ) agreement and changed to the pay as you go plan and YUP I got the866/851/1591 call .... I didn't answer it but I did search the number like everyone else here .
Looks like a loop hole for VERISON , (we need a lawyer to check it out ) They call a million people a day to collect that 99c . thats alot of money , We would go to jail for such a scam .................

I just purchased a prepaid Verizon phone a couple of days ago as well - Began receiving calls form this number today - does anyone know if there is a way to either lock incoming calls Or a place to Report that number as making harassing calls?

Just activated my number and got a call 3 days later.

Called twice from 866-851-1591. Missed first and second was blank air. If this is Version's way to get me to use up prepaid air time, all I can say is there are other carriers.

I too recently activated a Verizon prepaid phone and have been receiving calls from this number. I activated the phone on Saturday and the calls started yesterday.  I haven't answered because I don't want to pay the daily rate - duh!  

It seems if it was really a Verizon message retrival center, it would recognize the number and not want you to key it in, seems kinda phishy.

These people have called me twice today.  They hang up quickly before I can answer and never leave a message.  Who are they?

Called back and received this message...welcome to the verizon message retrieval center.. we do not recognize the wireless # you are calling from.. please enter your 10 digit wireless # and press the # sign.

@ ks  You "think" it stops if you call them?   Have you done it?

I've searched everywhere on the Internet for this number, and each search brings me to a place like this - people complaining about repeated phone calls from this number.  I cannot find a business listing in a reverse lookup site anywhere.

And, like others, I have a Pre-Pay Verizon phone.  However, all the messages I have gotten from Verizon about my phone and plan so far have been free text messages, not charges that would eat my minutes, so I find it rather odd that if this was Verizon that continually call three times a day.

I have to make some calls today anyway, and with weekend minutes I guess it can't hurt to call this number to get to the bottom of it.  Will update my results later.

Got a call today at 10:04 am, Eastern time from this number.  Saved the number to my phone with "DO NOT ANSWER!" for the caller ID.  Sad that I have to endure it but I can't rely on the carrier to do it for me.

this number is a verizon prepay messege retrieval line- it just tells you about your plan, how to reload and and how the billing works- i think stops if you call them-  just dont answer if you dont want your minutes taken

Received a message from this phone number three times on New Year's Eve

I just got a verizon prepay phone 4 days ago.  These people continually call, and never leave a message.  They let it ring 3 times, and hang up.  They are using up my minutes.  Who are these people?  There are only 3 people including my kids that know this is my number.
