I just got a call from what my Callerid said was Police Protective Services at 704-542-9359 - asking me for money.  When I asked for more info, I was direced to Policeusa.com

I'm not giving them money - they hung up after providing that information, without so much as a "bye"

In honor of the many unwanted calls I have received from the Police Protective Fund, even though I keep telling them to stop calling me, I have put together this based on information available at their own web site.

If you look at the 2007 IRS Form 990 for the ?Police Protective Fund? on their site at:

You will notice that on page 5 of that form the following corporate officers are listed with their compensation:

Phil LeConte, CEO is unpaid
David Dierks, COO is unpaid
Paul Kutac, TREAS is unpaid
Chaplain David Fair, PRES is unpaid

These are outstanding individuals who do this work unpaid (according to the Form 990 for the Police Protective Fund).


Of course, if you look at page 17 of the same form you will find that the Police Protective Fund made a grant of $687,182 to the ?American Association of Police Officers?.  This is another Non-profit organization that must also file a Form 990.

Look at that 2007 IRS Form 990 for the ?American Association of Police Officers?, who by chance, have the same address as the ?Police Protective Fund?:

You will notice that they list on page 5 of the form the following paid corporate officers:

These will be collectively known as the ?Big Four?.

That comes up to $423,182

If you go to page 2 of that form you will find that amount listed on line 25a.

Now, go down to line 26, which is salaries and wages not shown on lines 25a,b and c.  This line is $162,347.

Then go to line 28, Employee Benefits not shown on lines 25a ? 27, this line is $85,868.  Must be nice to get those kind of benefits!!!!

432,182 + 162,247 + 85,868 = $671,397

The total functional expenses on line 44  is $1,424,443 (including fundraising expenses) and the ?Professional Fundraising Fees?  listed on line 30 are $597,840.

Let?s see?$671,397 +  $597,840 = $1,269,237

That leaves just $155,206 for all other expenses for this non-profit organization, and this is about a third of the compensation made to the ?Big Four?.

The ?Big Four? of the ?American Association of Police Officers? would not have been able to pay themselves if it had not been for the grant of $687,182 that was made by ?Police Protective Fund? to the ?American Association of Police Officers? for that year.

And yes?the ?Big Four? (CEO, COO, PRES and TREAS) of both organizations were the same people!!!!


Think about that before you give a dime to the ?Police Protective Fund?!!!!!!!

I received a very aggressive call from the Police Protective Fund on 4/3/09 asking for a contribution.  I refused to make a commitment and said I would check them out.  They then mailed me an appeal asking that my check be sent to P. O. Box 670, Richmond, VA 23218-0607.  If they call again I'll hang up as soon as I hear "Police Protective Fund".

These goons call me every year even after I told them to take them off of their calling list. One aggressive guy even had the balls to tell me that if I cared about our Law Enforcement Officers I would contribute something since they are out there risking their lives everyday for people who don't care like me! Of course I care and have total respect for what our officers do everyday and think they deserve to be paid more but that's not up to this sham organization to decide. What a ripoff. I called him a choice word beginning with an "A" and ending in"Hole! He called me a C**t and hung up on me. Later, some Supervisor called and asked why I didn't want to contribute and apologized about the initial call. This was now bordering on harassment and I told him to again remove me from their calling list and I was also going to report them. Again another hang-up. Well they called me 6 days ago asking for a donation. I wanted to just go off on him but instead just hung-up. What can I do? They sent a letter anyway with a mail drop in Rockville,MD.

they are legal, but only because of a loophole they exploit by donating 2% of what they
reap to some charity. They are not actually located in Missouri at all, although the
number 636-327-4442 is located outside St. Louis. The only way to stop them is state
by state to close the loophole allowing them to solicit as a charity if they donate
only as little as 2% of their take. Contact your states attorney general to close this
loophole! and stop these predators!

Under their Telemarketing Sales Rule, solicitors calling for charities are required to honor
potential donors' requests to be put on their in-house do not call lists. Failure to do
so is a prosecutable offense. I suspect that failure to provide consumers with the
opportunity to ask to be put on such a list would also be an offense, since the law
that created the National Do Not Call Registry covers harrassing hang-up calls (call
abandonment). The FTC's Web site also has a link for filing complaints at www.ftc.gov.

Nixon sues California police charity

A California police charity that says it helps the families of police officers killed in the line of duty has repeatedly
used "harassing and intimidating tactics" to defraud Missouri donors, Attorney General Jay Nixon said Tuesday.

In a lawsuit filed in St. Louis Circuit Court, Nixon accuses telemarketers of Police Protective Fund of bullying
Missourians, especially the elderly, into giving to the charity.

The suit says the charity took in more than $5.9 million nationally in donations last year, with just a total of $37,000
going to the families of deceased officers. Of the $5.9 million, $3.7 million went to pay the expenses of professional
fundraisers. Much of the rest of the charity's income went to pay salaries, payroll taxes, rent and a variety of other
expenses.

Police Protective Fund, based in Hollywood, was founded by Phil LeConte and David Dierks, who met while both were students
at the University of Illinois.



Also named in the suit is the American Association of Police Officers, which Nixon says is the administrative charity
for Police Protective Fund and receives management fees from charitable donations raised by Police Protective Fund.

The suit accuses Police Protective Fund of violating Missouri consumer protection laws. It says that potential donors
solicited by phone are not told that benefits to officers' families are capped at a total of $40,000 a year.


The suit says that the attorney general's office has received complaints from the public, alleging that telemarketers
for the charity have been belligerent and rude and "would not take 'no' for an answer, even when consumers said they were

Some said the callers told them that unless they contributed, "you may call the police one day and they won't respond."

The suit asks that the court stop the charity from making fraudulent solicitations, that the charity be forced to make
full restitution to all consumers who have been defrauded and that the charity pay several other fines and penalties.

"Abusive telemarketing calls will not be tolerated in Missouri," Nixon said.

Records from 2005 list LeConte as a director and executive officer of Police Protective Fund with a salary of $112,652.

Police Protective Fund and related groups such as the American Association of Police Officers and the Junior Police
Academy have been the focus of legal action in several states.

A call to the offices of the three organizations was not returned Tuesday.

I received a solicitation in October 2007 from the Police Protective Fund, saying that money collected would be used to support the families of officers killed in the line of duty.  I didn't give any information over the phone, but did pledge and told them to mail me a form.  They directed me to PoliceUSA.com for more information.  I then looked them up and found a long list of comments related to 804-225-9092 on this site - stating that the PPF took in $5.9 m last year in donations but paid out less than $40 k in benefits in 2006...  needless to say, I'm not sending in any money.

(Unfortunately I didn't think to take down the caller ID info when I took the call - but 877-493-2200 is the number listed as their office phone on the pledge card they sent.)
