I also recieved a message on 8/21/13 stating something wierd about a complaint that was staticy.  It definately is a hoax and these ppl need to be reported.

I continue to receive a call from 1888 979 2611 saying I owe a FINE IN TEXAS and I am FROM COLORADO

Somebody saying they were John Graham. Asked for somebody that doesn't live here. The message was very staticy and unclear.
