From Lamet's post:

If you are targeted by these criminals, be sure to report them to all the following federal and state law enforcement agencies (most of which you can do online or over the phone):
1.    The U.S. Secret Service is responsible for protecting the country's financial infrastructure and payment systems from international and domestic threats. Call or write your local Secret Service field office to alert them to the details of this attempted extortion. The addresses and phone numbers for the local Secret Service field offices are listed at http://www.secretservice.gov/field_offices.shtml or in your phone book.
2.    Alert the FBI at https://tips.fbi.gov Be sure to tell the FBI that you are being targeted by extortionists over the phone. And if the crooks claim to be law enforcement or lawyers, officers of the court or bankers, be sure to include that information in your report.
3.    File a complaint with your local police. Most police departments will take a report over the phone.  Be sure to tell them that you're being targeted by an extortionist and give them all the details.
4.    File a complaint your state's attorney general, the contact information for whom is at www.wvago.gov
5.    File a complaint online with The Federal Trade Commission at https://www.ftccomplaintassistant.gov/FTC_Wizard.aspx?Lang=en
If these crooks call back, promise them nothing, pay them nothing and tell them nothing other than that you know they're a scam and that you've reported them to law enforcement. (And be sure to report them to all the agencies above each time they call you.)

By the way, here's just a small sample of numbers used by this particular group of scammers. Read the reports and you'll see the same pattern time and again -- phony organization names, thick foreign accents, and oddly worded threats that are so melodramatic and ridiculous that it's laughable:

Consumer Alert: Attorney General warns Kansans of debt collection scam

January 29, 2010 -- Attorney General Steve Six is cautioning Kansas consumers about telephone calls from apparent fake debt collectors who are impersonating law enforcement officers in an effort to extort money from consumers.   Consumers are warned to not submit payments to these fraudulent debt collectors.

When calling, the scammers most often state they are attempting to collect a debt related to an internet payday loan obtained by the consumer, but which the consumer never repaid.  Consumers state they have never obtained such a loan or paid off the loan years ago.  The scam artists have most recently identified themselves as ACS, National Affidavit Processing Department and United Financial Crime Division, but may use additional phony names.  It appears the phone numbers used by the scammers are ?spoofed? numbers, so that the number appearing on a consumer?s caller ID is not the actual number of where the call originated. It appears the calls in question may be originating from outside the United States.

When questioned, the individual calling refuses to disclose the full name or address of the collection agency they claim to represent.  These scammers have been able to provide consumers with identifying information, such as the consumer?s social security number, home address, e-mail address, names of family members and the consumer?s computer IP address.  Since the callers are able to provide valid personal information, consumers may become confused and believe they are being contacted in regard to a legitimate debt.

If the initial debt collection scam is unsuccessful, consumers have been re-contacted months later with the scammers posing as law enforcement officers or officers of the court.  Typically, the consumer is threatened with arrest for fraud or some other fictitious crime unless the consumer agrees to immediately wire money via Western Union.  The fictitious officers strive to frighten and confuse consumers into compliance by using legal sounding terms such as ?We?re filing an affidavit against you? or by stating a lawsuit has been or is in the process of being filed against the consumer.

A hallmark of each scam has been calling consumers repeatedly at their place of employment.  This scam hit home when an employee of the Kansas Attorney General?s Office was repeatedly called both on her cell phone and at work.  Despite the employee?s repeated verbal disputes, the caller refused to provide any identifying information to allow her to send a written dispute. The scammer also continued to call her numerous times a day regarding a payday loan she denied obtaining. Two months later, she was again contacted by telephone by an individual identifying himself as an ?officer?.

?I denied owing the debt and refused to pay without being provided validation of the debt. I was then told, ?If that?s the case, I will have local law enforcement come to your place of business and drag you out kicking and screaming?,? stated the employee.

?It is important for consumers to know their rights under the law,? Attorney General Six said. ?If a consumer is receiving calls from a debt collection company and believe it is a scam, I encourage them to contact our office immediately.?

Under the Fair Debt Collection Practices Act (FDCPA), collectors are required to send consumers a written notice within five days of the initial contact.  The notification should contain  information such as the amount of the debt, the name of the creditor to whom the debt is owed and a statement informing the consumer they have thirty days to contact the debtor in writing to dispute the debt or request validation of the debt. In addition, legitimate debt collectors are prohibited by the FDCPA from making false or misleading representations, such as the consumer has committed a crime, implying nonpayment will result in the consumer?s arrest, or using the threat of violence.

More information is available on the Federal Fair Debt Collection Practices Act at http://www.ftc.gov/bcp/edu/pubs/consumer/credit/cre27.pdf.

My complaint is the same as everyone else who posted. The guy who calls, Shawn, who sounds like he's reading a script, contacted me saying that he's a paralegal calling for American Legal Sevices, and that he is contacting me saying that I have a legal case pending and if I don't settle, it will go to court and I can go to jail. He also said I could be forced to pay over $8000 to his client. He called me repeatedly, even threatened me on my voicemail saying that I will be going to jail. I called the number back, and spoke to a man named Gabriel. He transferred me to a "higher level office", and I spoke to a guy named Scott, who tried to convince me that I would be going to jail if I didn't settle the debt. I confronted him, informing him that I was aware of my rights as an American citizen, and that he could stop threatening me. I hung up on him. He called back the next day. So annoying...

I am the General Manager of a hotel in Minnesota.  This morning at about 8:15am our front desk got a call from a man by the name of "Gabriel" trying to contact someone he believed to be employed by us.  He was very rude to her and gave her a number to call back.  I called the number which went straight to voicemail to request him or anyone else from his organization to never call here again because this is a place of business.  About three hours later, he did call again and the call was transferred to me.  He demanded to speak to "Amanda".  I told him I had asked him to not call here again and that I would be reporting him.  He stated "Go ahead, I will call again 10,000 times over."  I asked him why he was harrassing us we have never done him anything or owed him anything.  He said he was going to keep calling.  He called my front desk girl "Kim" who took his call earlier "f****ng stupid" I told him do not use that language with me.  He told me "f*** you" and "Kim is a f****ng bi***".  I told him I would be reporting this and he hung up on me.  My staff and I do not need to be verbally abused by this guy.  I have looked up the phone number which he gave "Kim"
909-581-8823.  There have been several people who have complained about that number and even "Gabriel" specifically.  I reported this to the Attorney General.

I recieved a call from Gabriel at my job, also from this number, trying to tell me that I had taken a payday loan that was deliquent.  When I told him that I did not, he asked for my manager, of which I am the manager.  He then tried to tell me that he had legal documents to serve on me.  I said send them to my address and I would have my attorney look them over.  He hung up.  I assumed this was a scam. I believe what they probably do is get people to give them thier personal banking info and then clean out the account and because the information was obtained by the actual account holder there would be no way to get it back.  It's very scary what is happening as far as this kind of stuff goes.  Never, never give you info out to anyone that you don't have business dealings with.

I have been receiving the same calls from a Gabriel at American Legal Services saying their going to sue me for a payday loan with American payday lender which I have never heard of nor had.  The worst part too he has my last 4 of my S.S.N. and knew where I work and threatened me stating if I did not call back they were going to forward information about me to my employer and boyfriend.  I have my loan rep looking into it and i am planning on pressing charges.  He called me 10 times in a row once i ignored the call and left me a threatening voice mail.

Oh my, Lisa W your story is IDENTICAL to mine even down to the fax and name of the person to fax the letter as well as the threats and horrible attitudes. I too was "put on hold" to discuss with their client, but the client's name wouldn't be released to me. When he told me offhanded who it was I later requested the information in an email and it said a completely difference company name. My boyfriend is a paralegal and got on the phone with him the following day and gave him the riot act. In response to this we were provided an address that I could mail payments and then when I was put back on the phone Mr. Gabriel told me that he " didn't know what was going through my head" but that obviously I wasn't interested in paying this and was trying to run away and default on this so he would be required to go through with the lawsuit. I repeated VERY loudly that I had every intention of paying ONCE I contacted the company and found that I did indeed owe this money. After a thorough lashing from the bf he hung up. I haven't heard from him in 3 days now and wouldn't you know... I don't have anything on my credit report showing I owe anyone. My biggest fear is that the guy knew my entire social, address and place of employment though so far he hasn't called there. I am going to the bank today to put an alert on my account as well just in case but I would be surprised if I heard from him again.

Wife received voice mail with same info and 909-581-8823 call back number.  Said in reference to an Internet loan her brother took out and never paid, said was going to take her to court and jail.  Same has been done to others per prior posts.  She contacted her brother who has never taken out any Internet loans or payday loans.  Message was difficult to understand, very threatening in nature.  Even if it was legit, and we know it isn't, it would have violated FDCPA as 3rd party disclosure, making false threats of lawsuit or criminal action (the U.S. doesn't have debtor's prisons, and debt is a civil matter not criminal), indicating they are an attorney or attorney's office, etc., etc.  If there are violations of the FDCPA, they are engaging in about every one of them.  Scam, scam, scam.  Am going to report to both Florida Consumer Affairs, phone carrier, and FTC.  These people need to be shut down and brought to court, except they are probably off-shore and thus out of any United States jurisdiction.

Gabriel called my work and stated that I had an outstanding payday loan debt and that if I didn't settle with him and give him all my bank information he was going to send the police to have me arrested with criminal and federal charges. O f course all of this is with broken english and harder than heck to understand him! When I told him he was mistaken he wouldn't take no for an answer and i hung up on him. Well within two minutes he phoned my work again this time interrupting a nurse to go on about my so called business and he was very rude and bullying, she transfered tome and when I told him I was going to call my local police station he told me he didn't care that I was the criminal.  These phone calls continued at my work for the rest of the day! On June 21, 2010 my friend received a voicemail message on her cell phone from a Gabriel something that said her name might have been used in a fraud and they wanted some information from her about me.  It was this number--909-581-8823.  The same day, another friend and coworker of mine received a similar message at our place of employment  I received a call from this person at work on my voicemail as well.  I instructed all the people at my work--Missouri State Highway Patrol --who answer the phones to please forward all calls except my husband to my voicemail.  On June 22, 2010, he the Patrol repeatedly and spoke to at least 2 clerks.  He had a very heavy accent and was extremely verbally abusive.  When they would not connect him directly to me, he repeatedly asked to speak to a "manager".  My friend and co-worker tried to explain that if it was not related to a law enforcement case in the state of Missouri then he could not talk to a manager.  She hung up and he called back again.  She asked him if he was harassing us.  Because our lab director was busy, she gave the call to her supervisor who is one of the lab managers. The person identified himself as Gabriel Kanoi at the above number and that he worked for American Legal Services and even mentioned Dept. of Justice.  He said it was regarding Lisa Walker and a legal process payday loan.  Because I got tired of him harassing everyone else, I left the building (in the middle of work hours) and made a call to him on my cell.  Someone answered and said Gabriel was on another line and that he would help me.  He sounded like he could have been the same guy.  He proceeded to tell me that if I didn't pay this loan that I would be charged with fraud, would receive a summons at work, and probably be fired. I told him that I had not received any written notification about this debt and had no idea what he was talking about.  All he would tell me is that it was an Internet Cash advance for $300.  So I played along a little.  I told him I could handle the account today if it would stop the law suit.  He said that I had to pay $636.70 to make the lawsuit go away.  He read some type of affadavit to me.  He pretended to go on another line and contant his client, the lender.  He said he did not have 3-way calling, so of course I couldn't talk to his "client".  He came back after a minute or two and said they had agreed to settle out of court.  Then he proceeded to tell me exactly what I needed to do:  Write a letter of apology to someone named Mark Brown stating I did not mean to fraud the company, give my social security number, a case number he gave me, and that I would authorize a one-time debit of $636.70. He also asked for a copy of a picture ID.  I told him I would have to go to the bank and make a transfer, but he said I only had today to get this done.  I asked him for some paperwork to prove I owed the debt and how would I know I wasn't being scammed.  He said he couldn't give me any paperwork until he got the letter and payment and would then send me a letter of release.  I got off the phone and called my attorney, who made a call to him asking him to stop calling.  He called me back and got really nasty then and said my attorney is a bankruptcy attorney and she could not help me with a criminal charge.  I told him that in the state of Missouri attorneys often had several different things they could do.  I then hung up on him.  I talked to the Attorney General's Consumer Protection division after that.  She said it seemed to be the same story she'd heard before.  Do not pay him and just know that I could not be arrested for debt anyway.  My attorney said about the same thing.  I went to the Bank and they called security and put an alert on my account.  I thought about closing it and opening another one, but decided it probably wasn't necessary since I didn't give him the account information.  I would like to see this man caught and prosecuted.  I lost a half day of work dealing with this and even my co-workers and boss were drug into it.
