I have been getting calls at both my home number and work numbers I work for the State of California he was very rude too one of my bosses and was getting rude with me on the phone- he sounded middle-eastern. I couldnt understand his talking it was fast and unclear- He told me too have my Attorney call him and myself- if I didnt then he said that he wishs me the best etc- This guy calls himself Marvin Smith with the Federal Law Offices-When I have called the numbers he gave the phone says its not an active number or it doesn't go into any voice-mail type system-  THIS CRAP NEEDS TO STOP the FBI or Homeland Security needs too step in and stop this type of Harassment

they started trying to talk over me when i was reading the erotic fan fiction. but i maintained my composure and they too learned that lotion can be used instead of lube. lol. i also thought the guy identified himself as john waters of hairspray and pink flamingos fame. i was really trying to talk to him about his role in cinema. lol. what a bunch of idiots. i will applaud their efforts because boy they do not give up. but i already told them i'm not here for that. it's just so weird that they have my information but won't make notes about how uncooperative i am.

they have literally been calling me on and off for almost three years. it's the same spiel as others have mentioned. at this point i just mess with them when they call me. today was the first call since the spring, and i rapped lil wayne songs to them, read them erotic fan fiction concerning ryan lochte and michael phelps, and told them that my name was rock flag and eagle usa usa usa. sometimes i burp into the phone and hang up. they called 12 times in a matter of minutes, but really i have nothing else going on. i will totally talk about fingering b****oles to them. lol.

The calls are not coming from California. They are originating from India, where criminals are using VOIP to "spoof" phone numbers to make it appear calls are coming from inside the U.S.:

"Federal investigators said the phantom debt collection operation that allegedly benefitted from Patel's assistance was one of several that all trace back to the same small town in Western India called Ahmedabad. Callers use technology to make it appear that the calls originate inside the U.S. Victims provided ABC News with recordings of dozens of the calls, and many of the thickly accented callers appear to be reading off a script".

I too received two calls this morning alone from this jerk. He could barely speak English at all, said his name was John Walter (whatever!) and told me or my attorney of record to call him immediately or, "all he can wish me is good luck," in a very sarcastic manner. He then left another message with the supposed lawsuit information, and this was as of 6:30 am on my cell phone! This is insane! What jerks! When will someone shut this down?

I just started getting these calls and have had the same results.  Have a blessed day my....  I don't owe anybody and have not taken out a loan.  I told the guy on the phone that I was looking up this number and company on the internet and planned on posting a complaint with the FCC and the FBI.  I hope this stops soon.

A man with very poor english calling himself "Peter" left a message that I or my retained attorney of record should call back. There is supposedly some gobble-gobble-gobble I couldn't understand, if they were not called back soon. This part was very clear though, "The only thing I can do is wish you good luck as the situation unfolds on you!" He also said the phone number a total of 4 times quite clearly. He did say that the phone was a land line. He actually called twice, the first time he let it go to voice mail, but said nothing, called right back and left the message. I don't know what company but my phone says California, USA.

A male contacted me from this number for over 3 hours today and continually harrasssed me over a dozen time. Called consistently after I asked him to stop calling.   Finally I told him unless he gave me his name and the reason for his calls I would not give him any information.  He gave me his name as David Wright and stated that there are 3 warrants for me.  I told him unless he read the warrants to me I will not cooperate.  He refused and I finally told him I informed him that I work for the U.S. Government and would be in touch with the "owner" of this number within 48 hours and that the warrant against their practices will be read to them.  Funny... they have not called back for the past 2 hours.

This number has harrassed my wife off and on for a few weeks now after looking into it a little bit i found bits of info it is a landline in sacramento CApac-west telecom is the carrier, I could not get exact address but it is located south of Rio Linda airport  North of Interstate 80, east of interstate 5 just west of sixtenth street right around the Robla area. I dont know if that will be of any help i really hope it will help someone to shut this sham down so there is one less scram out there ripping poor people off. After speaking to these people and giving no info to them, someone got our credit card info and tried to get money that we did not have in there acording to the bank  these people can access anyones info that everyone is really at risk

A federal grand jury has charged a Tracy, California-based man with 21 criminal counts of wire fraud and mail fraud for a fake debt collection scheme.  The Federal Trade Commission previously filed civil charges against the man, Kirit Patel, and two companies he controlled, Broadway Global Master Inc. and In-Arabia Solutions Inc.

The grand jury indictment alleges that on 21 occasions between January 2011 and March 2012, Patel sent e-mails, wire transfers, and mail as part of his efforts to defraud consumers.

The criminal case, announced last week by U.S. Attorney for the Eastern District of California Benjamin B. Wagner, followed a civil lawsuit filed by the FTC in April 2012.  The FTC alleged that Patel and his two companies fraudulently collected more than $5.2 million from consumers for debts that they either didn't owe to the defendants or didn't owe at all, as part of a scheme that involved more than 2.7 million phone calls to at least 600,000 phone numbers.  The agency obtained a court order to halt the scheme pending trial.  Many of the individuals targeted by the scam were strapped for cash and thought the money they were paying would be applied to loans they owed, according to the FTC.

The FTC?s Criminal Liaison Unit, a special branch set up to ensure that appropriate consumer scams are referred for criminal prosecution, referred the case to the Department of Justice and the Secret Service.  The FTC would like to thank both agencies for following up on this matter.

I received a threatening message on my work phone over the weekend, when I contacted the number back, I was told I was being arrested today, with no explanation as to why, I filled out a couple of applications that requested my employers phone number, I don't know what they are looking for, or why they are calling my place of employment and harassing me, but I will be reporting this to have further actions taken against them, what they are doing is in violation of our civil rights.

Same as all above had my personal information and it originated from the 100dayloan.com site. Stupid on my part but thought it was a trusted site. They obviously use no dicsretion of who they trigger the leads to. I did report this to the cyber scam division of the FBI today and spoke to a local agent. I blocked the numbers but now a 924-13 number calls. The calling at work bothers me but also affirms that it was from the app I did online yesterday at 100dayloans since I just started working there and did give the number for verification as it asked. STUPID!!! ME!!! I hope this ends soon but I learned a huge lesson. I hang up or blow a whistle even on my bluetooth in the car they hang up. Hope they go deaf from it and if caught someone should cut their tongues out.

i have been receiving phone calls from phone number 916-282-3129 and have had several messages left on my phone that i need to contact David White who is almost impossible to understand due to the heavy indian accent he speaks in. this morning when i arrived at work there was a message left for me to contact him so i did and  asked politely what he was calling in regards to and he said it was for a payday loan i received. i asked how much and when the money was taken and for an account number. the only thing he could tell me was that it was less than $500.00. he could not provide me with any dates or case numbers. after asking many questions he then got very angry and used an aggressive tone with me. i then told him that if this was a legitimate case i would have my attorney contact them. i called the number back and all i get is a busy tone or it just rings endlessly. he told me i was going to be arrested at my work and taken to california to be prosecuted. the supposed company he said was cash advance use which i have never even heard of. THIS IS A SCAM AND DO NOT BE STUPID ENOUGH TO FALL FOR IT. come on now how many people have that thick of an accent named david white are you kidding me???????

It's a complete joke, and law enforcement and our country should step in! This is harrassment of hard working America's, we should NOT be letting another country steal our hard earned money.

I just recieved calls from 916-282-3129(John Walter who would not get on the phone) stating I was getting arrested at 1:30 today 8-22-12 and I am being sued by the state of California for fraud theft and some other stuff fir a pay day loan I know nothing about. the guy that answered the phone had a very strong Indian accent that I could barely understand. When I told the man that I looked up the number on the internet and from what I see this is a scam he stated the same person is putting all these comments on here.. So I told the man I will be at my job waiting for 1:30 to be arrested and have a blessd day. This is sad that people need money this bad to harrass people on their jobs and personal phones.

A man with a thick, Indian accent called my employer today stating that he had a legal matter to speak to me about.  I have no payday loans and have no idea what he's talking about.  I tried calling back the # 916-282-3129 and got a busy signal.  How can I stop them from calling my employer--isn't that against the law?

I have been receiving harrassing phone calls from 916-282-3129. I have received 4 calls already this morning!  I try to call back and get a busy signal.  The person, who can hardly speak English and I cannot understand his name, states there are 3 warrants out for my arrest for criminal activity and to either call back immediately or have my attorney of record contact them.  I have gotten calls like this in the past.  It is a scam!  Why can't the government stop harrassing calls like this and put an end to scammers?

Phantom Debt Collectors From India Harass Americans, Demand Money

Hundreds of thousands of cash-strapped Americans have been targeted by abusive debt collectors operating out of overseas call centers suspected of links to organized crime in India, law enforcement officials told ABC News.

The calls are part of a massive scam, one that appears to target struggling Americans -- especially those who have gone online to apply for payday loans. Armed with personal information from those pilfered applications, the threatening callers, who claim to be debt collectors poised to initiate legal action, have managed to pry loose millions of dollars from their victims -- even when the victims never owed money in the first place.

"This is what we call a phantom debt collection scam," said Jon Leibowitz, the chairman of the Federal Trade Commission. "It's a very pernicious and innovative new fraud."

Working through call centers in India, the commission estimates that the criminals have dialed at least 2.5 million calls, persuading already cash-strapped victims to send them more than $5 million. Some have reported receiving dozens of calls per hour. They are victims like Cindy Gervais, of New Orleans, who went online for a quick loan when her husband's car was hit by a driver who didn't have insurance.

Even though she paid the loan off, the so-called "phantom" debt collectors with Indian accents began calling to say she still owed money.

He more or less told me that if I didn't pay, they were going to have someone on my doorstep to arrest me," she told ABC News. "And that they were going to contact my place of business, and tell them what kind of person I am."

At first, she said she resisted. Then the calls became more frequent, and started to ring on her cell phone, and at the grocery distribution company where she had worked for 27 years.

"I was more or less was in panic mode because he told me there would be someone before noon at my place of business to arrest me and take me to jail," she said tearfully. "So I agreed to pay him."

After receiving scores of complaints, investigators with the FTC said they began tracking the calls, and following the payments. They alleged the payments led them to a California company run by an Indian-American named Kirit Patel, and that such scams would not be possible without American front men.

"I would say that all roads of this scam, or many of the roads of this scam, lead back to Mr. Patel," said the FTC's Leibowitz.

ABC News tracked Patel for weeks, from the suburbs of San Francisco to Austin, Texas.

Patel refused to talk. But his lawyer, Mark Ellis, said he believes it is far too early to pass judgment on his client. Ellis, a Sacramento-based attorney, told ABC News that Patel was hired for a nominal fee to set up an American shell company, and had no idea what the call centers in India were doing.

"I can tell you, he was as snookered by the people in India as anybody," Ellis said. "He's a 69-year-old man who is nearing his retirement who thought all he had to do was set up some corporations and everything was on the up and up. He's completely dismayed that he has become the lightning rod of this entire problem."

A close friend of Patel's also defended him in a brief interview at his home, saying Patel was not trying to defraud anyone -- he was just an unwitting, bit player in a larger scheme.

"If Mr. Patel was just a cog in the wheel he seems to have been a pretty big cog," Leibowitz said. "It is clear that Patel was integrally involved with this scam."

Leibowitz points to thousands of pages of financial and phone records gathered by the FTC and filed as part of a civil case brought against him in the U.S. District Court in Sacramento last month. When FTC lawyers sought to freeze his assets and prevent his business from continuing to operate, Patel responded by invoking his rights against self-incrimination. His lawyer told ABC News he has had to be careful in how he responds to the allegations in civil court "because there is a potential criminal action," but that Patel maintains the allegations against him are false.

"Subpoenas have been readied, and Monday morning you're going to be picked up from your home," one caller says on a victim's voicemail. "And you have children. Don't worry about your children. We have a childcare department to take care of the children."

"You will be behind bars for six months," said another caller. "And once you go behind bars, you will lose your job. Once you are behind the bars, you won't get a single drop of water."

William Peerce Howard, a Tampa attorney who represents victims of harassment from debt collectors, said it takes an especially twisted criminal to use threats and coercion to pry money from someone who is already struggling financially

"These guys really are the most visible villains in America today," he said. "They make a living scaring people."

Mark Merola, of Florida, said he just panicked when the caller told him he might be arrested at the deli where he works in a Florida retirement community.

"I was nervous. I didn't want to embarrass myself, my family," he said. He used his debit card to pay the collector $576.

Afterwards, he says he realized "how stupid I was."

"It just happened so fast," he said. "I got scared."

Leibowitz said he hopes with more attention, future potential targets of the scam will recognize red flags before they turn over any money.

If callers say they are from the police, consumers should know that law enforcement officers do not collect debt for private parties. If the caller is speaking with a thick Indian accent, but calls themselves by a names such as Officer Mike Johnson, that should be a tip off. And if they're calling 40 times in two hours, that's another red flag. "Legitimate debt collectors, legitimate pay day lenders don't do those sorts of things," he said.

Merola said he would like to see anyone involved in the scam prosecuted aggressively.

"There's no place in society for these people," he said.

I've received the same phone calls as described above from this number.  The first guy that left a message was named Alex Wilson, (at least from what I could understand him stating his name was, as he could barely speak english).  He left messages on my cell phone and called my job as well asking to speak to my attorney then he told me to call a Mark Richter or David Cooper at 916-282-3129.  I called and got through after numerous tries of getting hung up on automatically, and finally spoke with David Cooper, who supposedly was an attorney with what sounded like Liberty Partners.  I had to continually ask him what all this was about and he would sit on the phone quiet for long periods of times (like 30 seconds) in between my questions without saying anything.  I gave him my phone number and he said the same that I was being sued for three criminal charges including fraud and some other charges, and there was an arrest warrant out for me yesterday.  This is really getting to be annoying and frustrating, and most of all embarrasing for them to call my job.
