this # calls but hangs up after one ring

This number calls on a daily basis at my place of work, sometimes more than once per day and at different times.  It hangs up after I answer it, but lets the phone ring four times before voicemail picks up.

Answered this call. It was a political party call, on behalf of Democrats.  Not sure who because I hung up after about a minute.

Who is this.  Call several times a day.  When I answer there is a pause but no one there.  We are on the do not call registry and don't want unidentified calls.

I have been receiving calls from this number all day. Nobody on the other end. It's running down the battery on my phone. I recognize this as a Flagstaff, AZ number.
