This is a total scam. They can make their caller ID say any name and number they want to. NOT Riverside County.

I did a reverse phone number on white pages and it only said land line and it is associated with Monique J Soto and Edward Soto.  I got this call looking for a member of my family and sounded important, all I could catch was Riverside county she talked very fast.  It bothered me all morning and I did research and that's what I found.  If this is a legit matter, from Riverside Court or any city facilities, it will not registered as non working number.  

Received a call from an investigator with the Riverside County District Attorney's office.  She was investigating an incident that happend in Norco in August 2013.  I was not at the function where the  incident occured.  She politely said she was sorry for bothering me and hung up.

The calls do appear to be generated from multiple Riverside County offices.  

It is a call from Riverside county as others have stated. They left a message with a different number to call them back at. I am applying for employment with them and they called me to schedule a time for an interview. I am sure that they use this same number for other things as well as HR.

I got the same kind of call. I am not even live in California.  it is a Spam call.

it leave a message , telling the same kind of story... child support.  bla bla.. bla bla bla... I do not even have any kids yet.  wish I have in the future :D    
any how, it's a spam,  that's it.          do not even call back, the message leave a call back number 1866 901 3212.

Just got a missed call from 951-955-0000...I called the number back, said this is not a working number.

This was the Riverside Courthouse calling to confirm receipt a letter I submitted. I would suggest you answer if they call you!

A recorded message wanted me to go to www.Epay-it.com or call a number. But I don't live in their counties.
I got my number in just 2 months, I think they tried to contact with last owner of my number.

I just received a call from number, (951-955-0000), stating to go to website is epay-it.com, to resolve this matter. Its for traffic tickets and citations in the state of California. I assume its a scam. Number is also disconnect/not in service when I call back. This is the 3rd time they have called me in the last two weeks.

I have gotten a phone call every day from this phone number about having to pay for something i donot understand what for or why they are calling me i just turned 18 on the 10 th of may and i do not drive or have anything i need to pay for i am becoming very upset that i keep recieving these calls every single day  i want it to stop

Thanks to for all the comments, i just got a call from that same number just 5 minutes ago. Usually any number i don't recognized i don't answer but i did this. I got the same message and it sounded as if the message was being recorded through a speaker phone. Thanks to apps now and days The Current Caller ID App gave me a name and location of where the number cam from... Now it can be a genric name and location but based off this i highly doubt it... The Name that came up was Edward M Soto and the location was in Whitter.

t have a chance to write down the phone number to callbut I did go to the web site and also googled scam for epay it. Appears so.

this number is a scam. Do not believe them.

I just got the same message. Recorded male voice, just said "superior court" trying to reach the person at this number and to call a certain number or visit an epayit website. No details, nothing about what it was pertaining to, no contact name, and no identification of who they were trying to reach. Don't trust it for a minute.

May have already been explained by another one familiar with the county's trunking or microwave system, but each area of the county has a generic trunk or microwave number that shows up on caller ID when a call is made using the county phone system.   This system is a way that the county saves money.  The call is placed to a local server/switch, that is in-turn forwarded through a microwave system which allows them to make long distance calls at a local call cost.  If you consider the size of the county, number of calls made each day by county government, you can understand how this would save significant money.  The number you see (for example 951-955-0000) is the generic trunk number for all calls generating out of the Riverside area under the county phone system.  The reason you get no answer when you call back is because you are calling a server or phone switch - not a person.  Some of you who have received calls for job interviews, etc., these are valid calls.   County HR uses this trunking system.  You should be asking for (and they should be leaving) the actual call back numbers and you should not be relying on what is left on your caller ID.  951-955-000 will show up for any county agency in the Riverside area when using the county phone system.  This generic number is not unique to any one Department....

Your call back to them didn't go through because the prefix for Riverside is "951" not "551."

Message only, says to call them or go to epayit.com.  Number ring busy, and epayit.com seems to be a bunch of ads.  Since there's not ticket number referenced, and I've never had a traffic ticket, I'm ignoring it.

Whats the point of hiding the original number unless the caller has something to hide?

Its a number that is used to hide original number calling, County of Riverside, various offices use it. Food Stamp worker called me today using it.
