I HAVE RECEIVED CALLS FROM THIS NUMBER LOTS OF TIMES AND HAVE REPORTED THEM, THEY NEVER ANSWER AND YOU CAN NEVER REACH THEM...

I also get almost daily calls from 9564280228 and 9564282483.
They call at any time, even like 03:00 am, usually only once or twice a day.
Area code 956 is in Texas -- I'm assuming there is no truncation of the phone number on the display.
However, the country of India has mobile numbers of 9564280xxx (http://trace.bharatiyamobile.com/all-indian-m ... artwith=9564280 )
In my case, they usually hang up right after I say, "John" (that's how I answer instead of "Hello" because it's a business group cell phone) so that leads me to believe that it may be a fax machine, but it also may be an auto-dialer for telemarketing --- those are notorious for seconds-long pauses until the computer hears "Hello" from you.

Same here "angry consumer"- I contacted the Texas Attorney General's office and they have responded that they will look into the matter particularly if they see a pattern- so EVERYONE who is receiving these calls from Harlingen TX email the attorney general's office. We have to work together to put a stop to thiese people.

Received a number of call from 956-428-2483 and 956-412-0531 from Harlington, TX over the last year. Never leave msg, and numbers are are always busy when you attempt to contact them. Calling on my 800 number, which is costing my business money everytime they call. Anyone know who they are? Would like to take legal action to stop this, but not sure who to contact. Pevious reporting of these numbers to FCC & FTC have resulted in no action being taken.
