I have an answer for those who don't want to hear from all the "low life" bill collectors out there.  Once you have determined who they are and the numbers they are calling in on, all you need to do is see if your phone service has a "call forwarding" function for up to 12 numbers.  Find a number to forward those particular calls to and, wahla, you get a one ring on your phone and then they are forwarded to wherever you want to send them.  A number with a pre-recorded message and no live personnel is perfect.  Occassionally, rotate the numbers based on what comes in.  It has worked for us and we love it.  Biggest thing out there is "no communication with them".
