Where are you located? The number you posted is not a valid number anywhere in the U.S., Canada, or elsewhere within the North American Numbering Plan. So it might be spoofed, or your caller ID display may not be receiving it correctly.
If you, or the call, are outside the North American Numbering Plan (NANP) area, you may be receiving only part of the number, or it could be mangled for any of a number of reasons. You should know that not all Caller ID devices are capable of displaying numbers that are not delivered in NANP format, including, but not limited, to those for which your phone company may have prepended an international dialing prefix. If you are using a Caller ID device made for phone systems in one part of the world, it is also quite likely that it will not work at all in another part of the world because of the difference on the way Caller ID is made available -- if it is available at all.
And there is generally no guarantee that caller ID can be delivered at all over VoIP lines or on any international calls at all.
