Anytime someone calls you about your computer that's not your internet provider is a scam!  They want too get into your computer take it over and then lock it.  Once it's locked they demand you send money too them to unlock it and that's the way the scam works.

They have called me so many times, it is annoying.
It is a scam from India, and therefore we cannot block or reject their number.
They must buy their marketing list here, because they know my name too.
I called my phone company and was advised to report them to the FTC and I did.
Here is the number for the FTC: 877-382-4357

It's still worthwhile to report these scams to the FTC, because you occasionally see articles like this:

FTC Halts Massive Tech Support Scams

Or this, in another common scam:
Call centre debts scam lifts lid on India?s outsourcing business
http://www.thetimes.co.uk/tto/business/industries/telecoms/article3328522.ece
(Paid subscription required to read entire article)
"Call centre operators in India pretended to be debt collectors to extort millions of dollars from unwitting Americans in a phone scam that has raised new questions about the oversight of India?s growing outsourcing business.  David Vladeck, director of the Bureau of Consumer Protection at the US Federal Trade Commission (FTC), described the scam, which was overseen by American Credit Crunchers, a US company based in California, as a 'brazen operation based on pure fraud'."

Of course, had we heeded the earlier warnings of the Communications Workers of America about outsourcing call centers, we would have less of a problem with these things today:

Short answer, yes. The US has no legal jurisdiction in India. Short of banning their products, denying their citizens entry into the US, forbidding US Companies to do business with them, recalling our embassador, kicking there's out of the country, etc. That's about it.

Telemarketer
This Indian telemarketer was making a cold call claiming to be from IT Solutions. When I asked to be put on their Do Not Call list, he said he couldn't do so, then started making inappropriate sexual comments that had my blood boiling! Just because they're in Indian, does that mean they can make phone calls equivalent to a sexual assault and get away with it? The person in question should at least be fired, but should be put in jail.
