Received a call to my cell phone at 9:56 pm last night. No message left and only rang twice?  Any clue?

I got a call from this number 199-049-0226 on April 6th, 2008. It was from an old friend. He's in the army and stationed in Germany.

Also got a call from this number and would like to know the specifics. Although I have read around and discovered that a lot of calls from the 199 area code are from servicemen overseas.

would like to know who has this # or where it originated
