I give a high probability that "Officer Wilson" is AKA Wilson & Nelson / Wilson Legal Services, as recently reported through similar complaints.
http://800notes.com/Phone.aspx/1-651-314-8304

Really we're discussing extortion dressed as debt collection. Consumer debts in America, including payday loans, are a *CIVIL* matter, not criminal! Honest debt collectors do not typically send their claims straight to a judge, and they don't take your ransom money to broker quick deals with so-called "process servers". There are no secretive "arbitrators", "mediators", or "prelitigation specialists", only sweaty criminals with a script full of bullying remarks. Lawful debt collection is a process, not an ambush, and you are due a chance at each stage to raise a dispute. The agents' horrid threats are empty and their conduct is illegal. Do not reward lawbreakers with your money. Challenge them always, sue them if you can.

Your scamming callers do not maintain this site or this web page. No callers can magically determine which numbers should not be called based on anonymous comments. Criminals who violate the Fair Debt Collection Practices Act have no plans to stop calling you no matter what you say here or on the phone. They need first to be sued or jailed.

I just received this call from 202-241-3364.  Claimed he was "Officer Mark Wilson".  Said he was calling about a very important legal matter.  Said that I needed to return the call ASAP or I would be arrested tomorrow.  Seriously, I do have some past due debts.  Working with a bankruptcy attorney to get my life back in order after my divorce.  BUT, you can't be arrested for past due debts.  This guy should not be given the time of day.  Sure wish I had that kind of time in my day to sit around a phone call center and harrass people.

A Collection Agent May Not?

Here are the top 11 actions prohibited by the The Fair Debt Collection Practices Act:

Misrepresent Him or Herself

A debt collector may not misrepresent himself as an attorney or law enforcement officer.

Use the Telephone to Annoy or Harass

A collection agent may not cause a telephone to ring or engage any person in telephone conversation repeatedly or continuously with an intent to annoy, abuse, or harass anyone at the called number.

Threaten Arrest or Lawsuit

A collection agent may not threaten a consumer with arrest. It may not threaten legal action that is either not permitted or not actually contemplated. In other words, a the threat of a lawsuit may be an empty one.

Use Abusive or Threatening Language

A debt collector may no use abusive or profane language in the course of communication related to the debt.

Publish a Bad Debt List

Publishing the consumer?s name or address on a "bad debt" list is prohibited.

Contact By Embarrassing Media

A debt collector may not communicate with a consumer by post card. It may not use any language or symbol, other than the debt collector?s address, on any envelope when communicating with a consumer by use of the mails or by telegram. A debt collector may use its business name if such name does not indicate it is in the debt collection business.

Contact a Consumer at Work

A collection agent may not communicate with consumers at their place of employment after being told this is unacceptable or prohibited by the employer.

Seek Unjustifiable Amounts

A debt collector may not demand any amounts not permitted under an applicable contract or as provided under law.

Contact a Consumer Represented by an Attorney

A collection agent may not contact a consumer after it learns the consumer is represented by a lawyer.

Communicate With a Consumer After Receiving a Validation Request

If a consumer sends a written §1692g response within 30 days, the collection agent may not communicate with the consumer until it mails the consumer the requested verification of original creditor's name and address.

Communicate With Third Parties

A debt collector may not reveal or discuss the nature of a consumer?s debts with third parties other than the consumer?s spouse or attorney. A collection agent may contact neighbors or co-workers only to obtain location information. It may contact a third party again if it has reason to believe the information the party provided previously is false.

Bills.com FDCPA FAQ

Below are questions Bills.com readers ask frequently:

Can a Collection Agent Call My Cell Phone?

Yes. However, if you tell the debt collector it may not use that number because it is a cell phone, it may not contact you again at that number.

I Keep Receiving Dozens of Calls From Collection Agents. Is That Legal?

No. Unscrupulous collection agents will use "block parties" or "office parties" where they contact a consumer, multiple neighbors, or co-workers telling them they need to reach the consumer on an urgent matter. This is not permitted under the FDCPA.

A Collector Says I Will Be Arrested if I Do Not Pay

This was a true statement before the US Civil War, but has not been true since. People may be arrested if an aggressive judge files a bench warrant for a person who does not appear at a hearing relating to a lawsuit regarding a debt. However, in that case, the offense is the failure to respond to a court order, and not the existence of the debt. As stated above, it is illegal under the FDCPA to threaten a consumer with arrest if the consumer does not pay the debt.

Wow I've spoken to this same officer Wilson and our conversation also started out as a screaming match. I was very frustrated that he had called my job and left a message that he was having me arrested. When i called him back he couldn't tell me who he was working for either. He also had all of my information. I'm sure he will be calling me again this week as this is a pay week for me. I will not be answering that call anymore and i might have to attain me a lawyer.

I received a call from an Officer Wilson saying that he is from Resolution Center and I will be in jail for internet fraud because I did not pay a supposed loan I took. First we had a screaming match because I was furious he had all my personal information. When I calm down and had a chat with him, he gave me a litany of my Name, employer, SS#, address but could not give me any information about my supposed debt as this is their client information (how so, this is my life he is messing up). Anyway, after I told him that I reported him to the Police department and that I will file a complaint he told me to even report to the FBI. I reverse looked up this number and this is still a Magic Jack Account. I  will sue this number for having my personal information illegally and Magic Jack has to have some liability if they continue to just take complaints from using their device illegally. Also, this person listing the name as Washington DC is actually operating in Mountain View California or at least the one paying the bill is in a very prestigious IT compound. I have gotten the information for that company's legal department so that they could start their investigation. This is ridiculous that this people are just left untouched. This should be stopped legally by putting them behind bars. If we all file a class action lawsuit to this number, that should reveal the identity of this low life. This person or people should be in jail soon.

Will 2014 bring us a better class of Shill's than 2013?. . .No. India has a very good education system. There are however always exceptions. Well, maybe they can boost their scores up on the 'Village Idiot' exam.
