Here is who to complain to, to "shut the dam phone number off:"

(1)  First, verify that this is a magicJack number by searching for it at http://www.phonevalidator.com .

MagicJacks are readily obtainable outside of the United States for about $100 US and can come with up to a year of free calling to the U.S. and Canada.  In India, see, for example,
http://magicjack.in .
So it doesn't take long to turn a profit, even if only 0.1% of the people they call are stupid enough to believe the scammers.

(2) Second, report the abuse to YMAX Corp.  This is a fully-owned subsidiary of the company that sells magicJacks.  YMAX Corp. is in charge of assigning telephone numbers to magicJack devices.  I have seen reports that they are pretty good at responding to complaints and may be able to permanently shut off a magicJack device, if necessary, so that it can never be used again.

The YMAX Corp. main web page is at:
http://www.ymaxcorp.com
and their site giving information on how to lodge a complaint is at:
http://www.ymaxcorp.com/contact.html

(3)  Use "live chat" on "contact" web page of YMAX Corp. to initiate a "live chat" to make your complaint.

This is some coward hiding behind a magicJack device plugged in at some God-forsaken corner of the world where there is Internet service.  He's no better than a common criminal using a magicJack device and your fear the same way a common thief uses a toy pistol hidden in the pocket of his overcoat to make a bulge that looks like a real gun.

You can verify that this is a magicJack number by searching for it at http://www.phonevalidator.com .

This scam has been extensively researched at
http://www.pindropsecurity.com/consumer-fraud ... irs-phone-scam/ and it was found that magicJack numbers are frequently used, and many of the scammers are operating out of India.  There is even an audio recording of a call returned to one of these numbers and a written transcript of the recording contained in links from the Pindrop Security blog.

In addition to the regular reporting channels, e.g., the Department of the Treasury, the FTC, and/or your local state attorney general's office, you might also report the abuse to YMAX Corp.

Note that the "contact" website gives a clickable link to a "live chat" where you can make your complaint.

My husband received this same phone message today. Voice mail was left by this Logan guy saying there was an arrest warrant for tax fraud. My husband works for the IRS and reported it immediately to their criminal investigation division. If you get this call do not give out any personal info. It is all a scam and not in any way connected to the IRS!

These idiots have called me THREE times today and MANY times on other days.  I do NOT answer phone numbers that I don't recognize!!!   Their MESSAGES sound so stupid that I would never answer them  or ever call them back!!!   I just KNOW they are crooks wanting money.

Today's world is, unfortunately, not the innocent world we knew in the 50's.   We now have telemarketers that call ALL hours of the day who try to cheat us out of our SAVINGS.  WE must be smarter than THEY are.

I too got this phone call asking for myself......same type of call as the caller from above.....the man could not speak English well so I kindly ask to speak to someone who could speak better english...he continued to tell me that there was an arrest warrent for me for tax fraud...after giving me a batch number and some other numbers....I told him I have no tax problems my CPA is very well knowen and I can assure him that I have no tax problem. He told me to give him back the batch number and other info he gave me. I told him no I am not giving him any information and he said I have to...I told him I believe this is a scam call and that I am being harassed...he said I told you to write the numbers down and demanded I read them back to him. I told him you just gave me the numbers therefore you have them there...I again asked to speak to someone who could speak better English he became angry and said I will your name in for further legal action. At that point I said ok and  I hung up. this is not the first time I receive a call of this nature 2 - 3 months ago I received them also....

My husband and I received a phone call this morning from this number trying to scare us in to paying $25,000 for some bogus thing. First they said there was a warrant for me, then they said there was tax fraud, then they were asking us how we do our taxes either ourselves or CPA, then they were asking about my father in law and did he live with us, then they were talking about people we have never even heard of that have the same last name, then he said there was a warrant for my husband. They couldn't give us a case number or any details of anything they were claiming. DO NOT give them any personal information! They are also extremely rude, not that I expect a scam artist to have great manners but you would think that if they wanted to sound legitimate they would at least sound professional. Hopefully this is helpful for others.
