I have been receiving sexually explicit phone calls and text messages from this phone number as well as from 202-288-9430.

The same thing happened to me today! I was away from the cubicle for TWO MINUTES and someone placed it on my desk...no name , just "please text me at"

I received explicit text messages from that 9430 number as well, back in December and January.

I believe the number is associated with an individual at Georgetown University.  Someone left a handwritten note telling me to send a text to that number while I was studying at the university library today.  I only stepped away from the cubicle I was using for a few minutes so the note obviously came from someone else also in the library at that time.
