Jerry baskin called from the federal gaming commission saying my mother won a lottery and they were contacting her about a prize she has won.  We looked up this number and it came back as a scam number.

This is a phone scam involving "Emiilio Maya" who claims to be a customs agent who has a package for you at LAX.  It's supposedly a check for $250,000 from Publishers Clearinghouse (PCH) sweepstakes.  You simply have to pay the tax of $1900 on it before you receive the check.  He is also in a triangle with "James Cole" from a "Washington DC" office that might also call you to make it sound legit.  BTW, in reality, you never have to pay PCH to receive a prize as they will automatically send this to you via certified mail.  I told him to F off.
