I received a phone call from Delta Three, Inc. tellin me that I have won $450,000 and only have to pay 1% of that, $4500, to receive my award.  The gentleman gave me his name and number and told me call a different number to confirm my identity and to verify the address they should send my award too!  

If I won $450,000 and need to pay $4500 to claim it, they can take the $4500 out of my check and send me the difference!  This is a scam.

My father is receiving calls from 202-470-1871 and 202-330-4612, supposedly from some official in Washington, DC, trying to make him send money for taxes on a fraudulent lottery they say he has won.  However caller ID shows up as Delta Three, Inc which is a VoiP company which anyone can use worldwide to show any area code they want.  I dare not think that the IRS or other official offices would be using VoiP.  Most of the calls come from 876 (Jamaica).  These people have scammed him out of thousands of dollars and will not leave him alone.  They have sent checks that always bounce, but demand money sent by Western Union for taxes, custom fees, etc.  We cannot convince my father that this is a scam and are having to watch him closely now.  He has lost much of his savings to these people.
