Just called evergreen sales (904-562-6659) to get number removed option since they call every frickin day. Actually had a remove option. Did it and not a minute later received a call from this number (202-499-1438). These guys are complete criminals and it's got to be a part of one giant scam! rediculous!!!!!!!!!!!!!!!!!!!

I'm getting calls from all these pre-recorded "this is your last chance to lower your interest rate" scammers.  I've tried everything.  I've reported them.  I have talked every once in a while, giving fictitious info, and kept them online for a lonnnng time.  I am on the do not call, do not mail, and no credit offers lists.  I get at least 1 call a day.  I block the numbers in succession as my phone will only hold 20 block numbers.  This is the latest number to call.  I'm thankful for this site and the advice as it's good to know the "Out of Area" calls I'm not answering are all the same scam.

Rec'd a call from this number.  Do Not Call does not work, so my approach is to tie up the line as long as possible without giving them any info.  I replied with "1" and talked to a live person.  Wanted to know if I had over $3000.00 on all my credit cards, I said yes (I always pay them off every month). Then asked for my APR, I told her I did not know.  she told me to look at my statement and it would tell me.  I ask her to hold while I retrieved the statement.  It took me almost 5 minutes to find it (it was right in front of me, I just got up from my desk took a walk outside and came back in and picked up the phone)  I then quoted a high APR, something like 22-25% and I could feel the excitement on the other end.  Then started their sales pitch, asking for info. like customer service phone number on back of card.  Gave that to them and eventially they ask for credit card no.  I told them I only give that no out to places that I call, not places that call me.  She quickly stated that I had the credit card consumer act protection and that they were perfectly honest company (I bet they are).  After several repeats of "I won't give my card number out over the phone".  She then ask if I wanted to be removed and I replied YES.  She ask me to hold for her supervisor.
He came on the phone and started the sales pitch all over again.  I told him that I would not give my card no to anyone who called me.  After several minutes he became very upset and got very loud.  I again told him "I would not give........" and he intrupped saying, "If you want high APR's there was nothing he could do and he hoped that I enjoyed thoes high rates.  
Total, I keep them on the phone approximately 30 minutes.  It really feels good to play their game on them!!!!!!

If enough people keep complaining then maybe something will get done.

The calls are being made from outside the US however most of the call centers (where you actually talk to someone after pressing 1) are in the US and the companies making the money from the scam are owned by people in the US.

Many of these calls are coming from Costa Rica and India and they are using spoofed (false) numbers, which in itself is illegal. They do cold calling for or sell the leads to numerous companies in this country and they know that what they are doing is illegal. Tomorrow this same number may be selling Cruises, Timeshares or Security Systems but if you follow the money it usually ends up in the hands of an American LLC. Keep complaining to the FTC and FCC, and start bugging our politicians to pass laws to make it punishable in criminal court instead of handing out fines that they don't pay. Another course of action is to contact phone companies to find out why they won't block spoofed numbers. With today's technology that should be an easy thing to do, unless they are somehow profiting from the use of their systems.

The criminals behind this operation aren't going to pay attention to you asking to be removed from their list. Their calls cost them nothing and they can make a million of them a day so they have no intention of ever removing someone. When you press a key to talk to them all that is accomplished is to verify that they have a working number.
Unfortunately blowing an air horn or whistle doesn't work either. Their headset have noise dampeners plus they are expecting it. However with that said if it makes you feel better then by all means give it a shot.

For anyone thinking of using Special Information Tones (or as they're called in the industry SIT tones) to fake a non working phone number, they won't work. Since around 2001-2002, the costs of "digital" business lines have dropped dramatically, along with Voice over IP (Internet) telephone service. Neither of these use the SIT tones as the call information is carried separate from the audio.
This separate call information tells the calling party digitally if the call was answered, busy, voice mail, forwarded, rejected, etc. This renders SIT tones useless. Also the "TeleZapper" products that used to be on the market used this method as well, and were rendered ineffective for the same reasons.
It is also through this separate call information message that the spoofed caller ID information is transmitted.

Robocalls are illegal unless you have given them prior permission in writing (not worded into some small print contract from a 3rd party) and are absolutely illegal to a cell phone.  The Telephone Consumer Protection Act permits individuals who have received certain unlawful telemarketing, such as junk faxes or telemarketing calls, to sue the violator in state courts where they may be awarded up to $1500 for each violation.

I just read the message from Jim in Michigan.  They've already spoofed a legitimate telephone number in my area.  It's the phone number of a legal firm.  I've called them to set up an appointment.  I've also filed numerous complaints with the FCC.  Evidently, they are powerless to do anything, except add taxes or surcharges to everyone's phone bill.

I just got a call from 202-499-1438; I said Hello & no one answered. Then an automated recorder spoke & said. "This is your last chance to lower your credit card interest rate right now; If you want to take advantage of lowering your interest rate press 1 now."  I did not do what the recording said, cause I sensed that this is not a legitimate. This is very disturbing --having someone call your private tel. # trying to scam you. Is there a way to stop these scammers?

Recorded message telling me this is my last chance (don't I wish!) to lower interest rates.  I was asked to press 1 to talk to a person.  I DID NOT press anything, but waited until the robot hung up.  Any key press would signal a "live" number for further harassment, no doubt!  

Why do these people continue to call?  I've logged over 100 different numbers over the years that they have used.  The numbers are probably "spoofed", meaning it's no good to call back or look them up and try to report them.  I feel sorry if an innocent person has their business or personal phone "spoofed" and has to suffer.  That's the second crime here.  What if your number was used without permission by these scammers?  What recourse could you use???

If you can, block this number.  It is a computer generated call and that is the only way to stop it.  If you want to even the playing field, call this number back from any land line and put them on hold repeatedly.  This will run up their phone bill and tie up their lines.
