Prank Call
I received a message from a caller "officer" eric foster AT 4:, who said that either I or my attorney should call back to settle a serious issue or all he could do would be to "wish me good luck". Heavy Jersey or NY accent was used but was pathetic as foreign accent bled through. I am pretty sure he "will be back"

What idiots!

Well I just spent 5 minutes on the phone with a man who had a middle-eastern accent. It was the third person I talked to from that number (and they all had middle eastern accents), who all but admitted that it was indeed a scam and that Americans are easy to take advantage of.  After an extended exchange of expletives (yes, it was two-way), he seemed resigned to the fact that he'd been "discovered", but assured me that many Americans continue to hand over sensitive information to their "team" over the phone.  Such a shame that stuff like this happens every day to innocent folks.

It is soo good to read that other people have rec calls from this same number and had the same experience that I did.  When I asked this person to confirm my information they gave me an address that I don't live at and when I asked for more information they hung up.

Caller claimed to be IRS agent and asked for money. His voice had a heavy accent and was very hurried, irritated and unprofessional. I told him that once I receive paper documents through the mail I will take appropriate actions. He hung up immediately.

The number you are reporting is listed as being provided by a company called "Local Access LLC."  It is not the company that is doing the calling (they just supply the number), and it is possible that, with number portability, the phone number could have been switched to another completely different provider.  But see:

http://www.localcallingguide.com/lca_prefix.php?ocn=118H

But if you want to file an actual report, I would suggest filing one with your local FBI office, because, based on your description, your caller may be impersonating a law enforcement officer and/or attempting wire fraud or extortion.  If you do report the incident, you can provide this information about issuing a subpoena to Local Access LLC to get information as to who is actually using and paying for the number, or what company it may have been ported to.  (But you need to realize that the number on your caller ID may have been spoofed and could belong to someone completely unrelated to your caller.)

Received a call from this same number about 1 hour ago and claimed he was from the IRS gave name as Eric Foster and told me I owed the IRS and I need to get a lawyer if I don't call them back.  I called back and told them I had reported them to the FTC and my congressman and to stop this scam.  I called the FTC and gave them all the details and they are looking into it.
