Just got a call from the same scammer Mark Watson. He did not sound like a Mark Watson and there was background noise on the recording that sounded more telemarketing than IRS.

I got similar call from Mark Watson that he is IRS agent and there is a warrant against me or the address where I live. He gave call back number as 206-436-4708. When I called that number the mailbox was full. I know I filed my taxes on regular basis and I don't owe any money to IRS. Also if there was an issue IRS would send a letter first. Then I searched internet and found this blog. Thanks for all participated in this blog.

I received similar call from Mark Anderson claiming to be calling from IRS office in State of Washington?.He had heavy Indian accent claiming I have significant error in my tax return and warrant has been issued to my arrest ?.. Then he transferred me to Alex Marshall who was handling my case to see how we could reach a quick resolution in my case by an immediate payment to avoid my arrest. You can guess the rest ?. They declined the detail of the case?their address?..

F R N for all taxes  customs  and other public dues

12 USC § 411 - Issuance to reserve banks; nature of obligation; redemption
Federal reserve notes, to be issued at the discretion of the Board of Governors of the Federal Reserve System for the purpose of making advances to Federal reserve banks through the Federal reserve agents as hereinafter set forth and for no other purpose, are authorized. The said notes shall be obligations of the United States and shall be receivable by all national and member banks and Federal reserve banks and for all taxes, customs, and other public dues. They shall be redeemed in lawful money on demand at the Treasury Department of the United States, in the city of Washington, District of Columbia, or at any Federal Reserve bank
Federal Reserve Notes are Debt instruments/IOU's
It seems the use of your zip code, lastname and SS number tie you into the IRS.
You along with your employer might want to conditionally Accept paying taxes
to IRS upon proof of claim that you are even getting payed.
Federal Reserve Notes are Debt instruments/IOU's. Inform IRS that paying a debt w/a debt instruments is  a crime (tortfeasor n. a person who commits a tort (civil wrong), either intentionally or through negligence) ref:   http://legal-dictionary.thefreedictionary.com/Tortfeasor
Federal Reserve Notes are authorized by Section 411 of Title 12 of the United States Code and are issued to the Federal Reserve Banks at the discretion of the Board of Governors of the Federal Reserve System.[2] The notes are then put into circulation by the Federal Reserve Banks,[3] at which point they become liabilities of the Federal Reserve Banks[4] and obligations of the United States.[2]

Federal Reserve Notes are legal tender, with the words "this note is legal tender for all debts, public and private" printed on each note. (See generally 31 U.S.C. § 5103.) They have replaced United States Notes, which were once issued by the Treasury Department. Federal Reserve Notes are backed by the assets of the Federal Reserve Banks, which serve as collateral under Federal Reserve Act Section 16. These assets are generally Treasury securities which have been purchased by the Federal Reserve through its Federal Open Market Committee in a process called debt monetizing. (See Monetization.) This monetized debt can increase the money supply, either with the issuance of new Federal Reserve Notes or with the creation of debt money (deposits). This increase in the monetary base leads to larger increase in the money supply through the fractional-reserve banking as deposits are lent and re-deposited where they form the basis of further loans.

I don't agree with the Highlighted section, IOU's are not Lawful money.
If my employer gets a notice of wage garnishment from IRS, is that an offer?  Is it completely voluntary?  Should he reply to them to say he will not garnish without a judges order or?? What can I show him  to prove he does not need to comply with the "offer" to garnish. Is the IRS putting the liability on the employers when they send these letters to garnish?

I have one correction for your statement on Estates.  Each person has an estate that they are managing while they are alive.  Look up Estate in a legal dictionary.  Also, the IRS has declared that all of the various types of forms that are available to make reports of money paid or received pertain to the class of Gift and Estate taxes.  So, when your company sends you a W2 form at the end of the year, that "income" belongs to the class of gift and estate taxes.  If you want to know how I know this, I will look it up for you.
Cheers!

When I go to apply for my EIN number which one do I choose from, but I am not creating a business.

They imply it is illegal, yes. But they sure don't say it's unlawful do they...

How to rebut the presumption? Can the creature of the state produce proof
that you're a government employee? Can the creature of the state produce
proof that you're not a living, breathing man?

Nope, didn't think so. Repudiate them. If you don't, as we all know, silence
is acquiescence.

**Just recalled that someone very recently mentioned that public employees
are just like us. That is a very dangerous mirage. Public employees must
expatriate in order to be public employees. I'll dig up the statute that specifies
it. Some public employees know. Most are too dim to figure it out. It makes
perfect sense why most public employees aren't hired unless they have an IQ
of 100 or less. I laugh every time I hear about the man who filed a lawsuit
because he'd trained to be a cop and kept being refused a job as a police
officer. Reason? He was told he was too smart. His IQ? 125. Too smart
apparently to blindly follow orders and not question anything.

So, if you're not expatriated and you're alive, why are the creatures of the
STATE "fiction" and expatriated PERSONS presuming anything about us?

Food for thought.

I received a call today from this idiot who claimed he was from the IRS. He said he was going to send the cops over to my house tonight to handcuf me and detain me for 72 hours until I face the judge because I owed the IRS $660.

I didn't fall for the scam because the guy hung up when I started asking questions he couldn't answer. Beware, this guy sounds Indian with a very heavy accent. Don't give out any personal information. IRS does not send cops to arrest people.  Cops are for criminal cases, IRS is civil.

WASHINGTON ? The Internal Revenue Service today warned consumers about a sophisticated phone scam targeting taxpayers, including recent immigrants, throughout the country.

Victims are told they owe money to the IRS and it must be paid promptly through a pre-loaded debit card or wire transfer. If the victim refuses to cooperate, they are then threatened with arrest, deportation or suspension of a business or driver?s license. In many cases, the caller becomes hostile and insulting.

?This scam has hit taxpayers in nearly every state in the country.  We want to educate taxpayers so they can help protect themselves.  Rest assured, we do not and will not ask for credit card numbers over the phone, nor request a pre-paid debit card or wire transfer,? says IRS Acting Commissioner Danny Werfel. ?If someone unexpectedly calls claiming to be from the IRS and threatens police arrest, deportation or license revocation if you don?t pay immediately, that is a sign that it really isn?t the IRS calling.? Werfel noted that the first IRS contact with taxpayers on a tax issue is likely to occur via mail
Other characteristics of this scam include:
Scammers use fake names and IRS badge numbers. They generally use common names and surnames to identify themselves.
Scammers may be able to recite the last four digits of a victim?s Social Security Number.
Scammers spoof the IRS toll-free number on caller ID to make it appear that it?s the IRS calling.
Scammers sometimes send bogus IRS emails to some victims to support their bogus calls.
Victims hear background noise of other calls being conducted to mimic a call site.
After threatening victims with jail time or driver?s license revocation, scammers hang up and others soon call back pretending to be from the local police or DMV, and the caller ID supports their claim.
If you get a phone call from someone claiming to be from the IRS, here?s what you should do:
If you know you owe taxes or you think you might owe taxes, call the IRS at 1.800.829.1040. The IRS employees at that line can help you with a payment issue ? if there really is such an issue.
If you know you don?t owe taxes or have no reason to think that you owe any taxes (for example, you?ve never received a bill or the caller made some bogus threats as described above), then call and report the incident to the Treasury Inspector General for Tax Administration at 1.800.366.4484.
If you?ve been targeted by this scam, you should also contact the Federal Trade Commission and use their ?FTC Complaint Assistant? at FTC.gov.  Please add "IRS Telephone Scam" to the comments of your complaint.
Taxpayers should be aware that there are other unrelated scams (such as a lottery sweepstakes) and solicitations (such as debt relief) that fraudulently claim to be from the IRS.
The IRS encourages taxpayers to be vigilant against phone and email scams that use the IRS as a lure. The IRS does not initiate contact with taxpayers by email to request personal or financial information.  This includes any type of electronic communication, such as text messages and social media channels. The IRS also does not ask for PINs, passwords or similar confidential access information for credit card, bank or other financial accounts. Recipients should not open any attachments or click on any links contained in the message. Instead, forward the e-mail to phishing@irs.gov.

More information on how to report phishing scams involving the IRS is available on the genuine IRS website, IRS.gov.

Total scam.   The IRS never initiates contact by phone or e-mail.  Tax disputes are civil matters no police and no arrests take place.  These people are little more than telephone or e-mail terrorists and should be dealt with as terrorists.  They are located in India.

Received a call from this number earlier today. The caller said his name was Mark Watson and he was with the IRS. He told me the local police had a warrant for my arrest and would be at my house in the next 30 minutes. He sort of stumbled when i started asking questions and didn't really have good answers. It's shocking at first, but then you realize this is more of a prank call, because what he says just doesn't add up. I could see people get nervous and upset over this, so just try to ignore it and move on.

I got a message from a guy named Mark, he was claiming to be an IRS agent and he said that a warrant was issued against me. I called him and he said that he was going to " pull up my file". So i waited and he came back and told me what my phone number was. ( I am an accountant, so i know my stuff when it comes to dealing with the IRS) I asked him the most basic question regarding his IRS ID Number. Then he immediately disconnected.
