The caller ID was v31917233100. Anytime I see a caller ID starting with a V and then a bunch of numbers I know it is from a spoofer.
Caller ID spoofing is a service that allows a caller to masquerade as someone else by falsifying the number that appears on the recipient's caller ID display. Just as e-mail spoofing can make it appear that a message came from any e-mail address the sender chooses, caller ID spoofing can make a call appear to come from any phone number the caller wishes.
Caller ID spoofing is provided as a service by a number of vendors. Here's one example of how it works: A customer pays in advance for a certain number of calling minutes. To set up a call, the customer opens a Web form and enters their phone number, the recipient's phone number, and the number chosen to appear on the recipient's caller display. The service then patches the call through between the caller and recipient phones as stipulated. Some other services involve having the caller dial a number to access the service and then dial the phone numbers.

Called today; Caller ID said "Free Offer." LOL! I don't answer calls like that. Number now blocked from my phone because this is no doubt a scammer. Someone needs to find something constructive to do with their free time!

Telemarketers are not required to scrub their list against the Do Not Call list. However reputable telemarketers will do so. Politicians can call anyone so you may get their calls.

Got this call as "F Offer" and did not answer. Will report call to WA FCC #'s suggested by caller JD above. A word of advice: ANY telemarketer calling about lowering your utilities will hound you to death. I had a horrible experience with another company that contained all sorts of vulgarities and calling me right back even after hanging up the phone. They must get a huge commission or something. DO NOT ANSWER!

No message was left on my answering unit and my caller ID only showed the number.
I NEVER answer the phone anymore unless I know who is calling. When I called back on a (safe) cell phone, there was a message allowing me to "press 1" to opt out of future calls, but I believe that in doing so I would only confirm that my telephone number is valid and my number would just be sold to some other scammer.
I'm on the "Do Not Call" registry and will report this as a violation.
