208-334-5410 is an outgoing number on the Health and Welfare phone system meaning an employee may call you and it will display this number on your caller id so not much you can do if the caller doesn't leave their name or direct line.  But it's not likely a solicitor or charity.

This is from a fax machine - calls late at night.  So far, have not found a way to correct this situation.
