My point with the notification of this number and calling it "Non-Profit" was as a warning to others. This man disgusted me by attempting to scam others with a fake charity.  

All I know is that we are on the Do Not Call list (as of July) and 30+ daily calls from telemarketers just began. These people swear at us, call before 9 a.m. and fail to understand logic or English.  Also, the rules to prove they exist and are harassing us are nearly impossible.

They only thing that is shut down about the DNC list is the ability to register new numbers and file complaints about violators.  Legit telemarketers that have previously registered for access have the last update of numbers prior to the shutdown.  BTW, solicitors for charities are not covered and cannot even obtain access to the list to remove numbers if they wanted to.  However, they are required to maintain an internal Do Not Call list (which applies only to the specific charity they called you about if they represent more than one) and place you on it when you request it. If they then continue to call, you can sue them provided you can find out who they are and how to serve them with the lawsuit.

We bought a Time Warner Cable Phone/Internet bundle in July.  Since the Govt. Shut Down closed the Do Not Call List, which we are on, I believe it opened the flood gates of scum telemarketers who are after a Stephanie at our number, but not us.  TWC are not able to help other than changing our number.  We are averaging 30+ daily calls.

My husband answered this call, a man with an accent claimed he was with a good charity, never naming it, for countries like Africa where, "People have no food."  My husband stated, we are on the do not call list, please remove us.  "What if I keep calling you?" The man stated, my husband pushed several of the buttons repeatedly and hung up, the man has yet to call us back.
