Figured it out...this is a scam to get me to order the "reverse-lookup" phone information. Interesting concept: Surely the average citizen will want to know who keeps calling and hanging up...so they order the "reverese lookup information.

Well, they can keep calling me...my phone service is virtually free, I'm never home at lunch and I don't use my home phone at all.
