No, the IRS never conducts business over the phone, it's all done in writing through the US mail so any caller claiming he's from the IRS is lying. And no, debt collectors cannot misrepresent themselves as being from the IRS over the phone, it's forbidden by the FDCPA. Read through the FTC FAQ I listed in my above post. And no, I don't haunt this web page but I was cruising 800notes and your comment popped up coincidentally. Best of luck.

Got a call from the same # that stated they were from the IRS and needed to talk to me now!!!  

I am glad that I found information on this number because I would have called them back.  Can they really say that they are from the IRS?

It may not be legal. This may be a scam. Legit collectors per section 809 of the FDCPA http://www.ftc.gov/bcp/edu/pubs/consumer/credit/cre27.pdf *must* tell you at initial contact, or send you paperwork within 5 days of initial contact, the following:
1. $amount of debt,
2. name of the current creditor (which may differ from the original creditor who might have sold your debt),
3. a statement that that debt will be assumed to be valid unless you dispute in writing within 30 days,
4. a statement that that if you do dispute in writing within 30 days, the collector must mail you written verification of the debt,
5. a statement that if you ask the collector in writing within 30 days, the collector must send you the name and address of the original creditor if it's different from the current creditor.
If you don't get the 5 disclosures, orally or in writing (you do not have to ask for them, the FDCPA requires collectors to provide them), treat the collector like you would any SCAMMER.
Has the statute of limitations for your state http://www.fair-debt-collection.com/SOL-by-State.html expired on your debt? If expired, don't pay.
Collectors generally have to be licensed by your state to practise (collect debt) in your state and you can find out by calling your state Attorney Generals Office. Ask if a license is required and does this collector have one. If not licensed, don't pay and file a complaint.

Just got a voicemail from a "Ms. Gillstrap", and I listened to the message 3 times, but I still can't understand what company she said that she was calling for. The call came on on my cell as a Shrevport, La number, but she asked me to call her back at 225-663-8940.  I tried to ring back the Shreveport number but I got a recording saying that "I was very important to them, and they would be with me shortly." This is the biggest scam that I've ever heard of.  I pulled my credit report online about two weeks ago, and I have NOTHING in collections. How is this legal?

225-663-8940 called I return call and per Bill they sent the info already and when asked to speak to supervisor he told me you cant just climb up the chain of command here to get what you want.  I again asked for a super and he said he was so I told him i want his super and was told no.  I requested proof of the debt i was told they sent the info and wont send anything out unless i set up payment arrangments then they will send me something.  I spoke with FTC and was told that they have 5 days after the first contact to send any requested documents and any previous mailings are not concidered contact they have to speak to you.

This COMPANY ALSO CALLED ME!!! It's DRS new name for the collection Agency don't answer this phone # 713-588-0965 or 225-663-8940 if u answer it, they keep any debt open again like reopening the file if u owe on anything. Same line : ""they understand that I might not be aware of the problem""

Same message as above! 1-225-663-8940 is a debt collection company! The could give me no information about what the debt was nor could the send me proof of the debt owed. Kacey said, "desperately trying to get a hold of me", and "they understand that I might not be aware of the problem...." called me then my fiance then my sister... then they post anonymous "no they helped me!" don't answer!

I got a call from this one earlier tonight.  Didn't catch the name, but said she was "desperately trying to get a hold of me", and "they understand that I might not be aware of the problem...."  SOS

I see the collection agencies are now spamming the boards with bogus posts.  Just look at the double post from 'anonymous' about how glad he was for the young lady's help.  ........yeah right.

I got a call from this number, it was regarding a forcable recovery that I was not aware of. The lady was able to help me get it taken care of before anything happened. This is not ICS & Associates.

Collection call from ICS & Associates...not my debt, but they keep calling from #s from different states..here is what they did in MN to get their license revoked:
The Minnesota Department of Commerce has temporarily suspended the collection agency license of International Collection Services (ICS) for allegedly withholding clientsâ?? money.  The Commerce office said that ICS had failed to remit its clientsâ?? money within 30 days of collection, as required by state law. The Department of Commerce alleged that ICS used the cash to fund operations.  Â

Commerce executed a search warrant to obtain financial records of ICS because ICS refused to grant access to its records, another violation of state law.The department received complaints from two clients of ICS alleging they had not received money owed to them after ICS had collected on accounts due.  Based on the complaints, investigators conducted an audit of the company?s trust accounts and allege that ICS has misappropriated over $125,000 from clients within the past three years.
