It's some pre-recorded message saying "Your household has  been specially selected to complete our survey- push one to continue".

I just received a phone call from this number. I picked up the receiver and hit the # button several times, and disconnected
the call.
I was told by a friend of mine that if you hit the # button it will delete your phone number from their system.
