Got the same phone call and reported them to the federal trade commission..My was same message and but was Harry Lucas called the number goes to a vml at 476-0711--Maybe the will find Mr Harry Lucas and investigate him.

.A man calling himself Special Agent Henry Lucas called from 240-424-0920 and left a message stating that he was a special FDA Health and Human resources agent and that I was being investigated for smuggling drugs from the Middle East into Thailand.  He left a call back number 410-387-4971 and said I needed to call him back immediately. I called the 240 number and a lady answered, she sounded like she was having a panic attack, -I said "Hello" and she handed the phone to some guy with a heavy Korean accent who said " don't you ever call here again-I'll find you and destroy you" I could tell they have been receiving lots of threats from people who were out raged from being scammed. I could hear chaos in the back ground - yelling and screaming. I hung up and dialed the 410 number and that number doesn't work at all. I called the phone service provider from googling both numbers and found that there were ill legit  and called and made a complaint to the real FDA who checked out the number and made a complaint to the  wireless provider supporting those numbers. Right now both those numbers are not working at all.
