I continuously get calls for a guy named "Charles".  I called the number back twice.  The second time I left a nasty message for a guy named "Lester" who apparantly works at the 240 number.  Today I got another call from them for "Charles".   Who are these people and where are they?

Somebody call me from this number today. When I did not answer the phone this guy left a message. There was a lot of noise in the background like phone ringing and people talking and then this gentlmen comes on by the name of Mr.Darcia calling from FCO and I can't make out what else he is saying.
