This is FCO, collection agency for multi-family housing companies (apartment complexes, rental agencies, etc.)

This number continues to call my phone at all hours of the day - even at 7 & 8pm on Sundays. Never leaves a voicemail.

Mr. Frank's called my place of business looking for one of my employee's. Very rude in his tone of voice. Said it was important that my employee call him back ASAP. But used alot of "Big" words to make himself sound that much more important. Said he was calling from Washington.

Ben Frank called with an urgent matter for my daughter. Would not give me  any info just said to have her call him ASAP. After reading about other call received from 240-374-54xx numbers I now know it is a collection agency, and a scam as other's have pointed out.
